The media notes that under Putin’s leadership, Russia lags behind the world’s leading countries in the development of artificial intelligence. According to Stanford University, the Russian Federation took 28th place among the 36 countries assessed, lagging even behind such small states as Luxembourg, Belgium and Ireland. The rating is headed by the USA, China and India – states with which Moscow strives to be on the same geopolitical level.
While the Kremlin is actively using AI for military purposes, particularly to create deepfakes and autonomous systems, political control and fear of government charges are holding back the technology's development. In 2022 alone, approximately 100 thousand IT specialists left Russia, representing 10% of the country's technical workforce.
Economist Vladislav Inozemtsev believes Putin is more interested in controlling the economy than developing it, which has a serious impact on the country's technological progress.
