January 31, 1922

The Commander-in-Chief of the troops of the Far Eastern Republic, Vasily Konstantinovich Blucher, received a review parade of units of the People's Revolutionary Army (12+) at the In station. The review parade of army units was of great importance for strengthening the discipline and morale of the soldiers who fought in the most difficult conditions, who first retreated, and then after the Insk battle could not go on a decisive offensive.

Units of the Insk garrison were brought out for the parade on January 31, 1922: the 1st and 2nd rifle regiments of the Chita Rifle Brigade, the 6th rifle regiment, the Special Amur Regiment, the Plastun detachment of F.I. Petrov-Teterin, as well as separate cavalry and artillery units.

Everyone gathered for the parade: free fighters not participating in the parade, workers, women, children.

From 11 o'clock the troops began to move in orderly columns to the gathering place. At noon, troops of all types of weapons lined up on the parade ground, and abrupt words of command were heard. The fighters carried banners and posters with the slogans: “Halt on Iman – rest in Vladivostok,” “We will die for the republic!”, “Volochaevka will be ours!” The Commander-in-Chief addressed the soldiers with a speech, calling on the soldiers to achieve a decisive victory over their enemies.

Then orders were read for awarding commanders and people's army soldiers who distinguished themselves in the battles of Pokrovka, Vladimirovka, and In on December 28, 1921 and in the battles of January 5, 1922.

January 31, 1936

At an extraordinary meeting of the presidium of the regional executive committee of the Jewish Autonomous Okrug of the Far East, it was decided to organize a workers' settlement in a settlement on the left bank of the Amur near the railway bridge on the territory of the Pokrovsky village council with subordination to the Smidovichi district executive committee. According to the resolution of the regional executive committee, it was given the name “Thalmann”, in honor of Ernst Thalmann (1886 – 1944), the leader of the German communists, one of Hitler's main political opponents.

Today the village named after Telmana (in 1949-2004 – an urban-type settlement) belongs to the Priamursky urban settlement. The Trans-Siberian Railway and the bridge over the Amur pass near the village.

Before the construction of the road crossing, the ferry crossing Khabarovsk – named after. Telman, in winter there was an ice road to the Krasnoflotsky region. The village around the port grew. Active construction began in the 1950s.

In the village there are berths with gantry cranes, transshipment from railway cars to ships of the Amur River Shipping Company is carried out.

The village has a post office, a first aid station, shops, a library, a junior high school, and a port.

In 2007, the first hippodrome in the Far East opened in the village. On the basis of the hippodrome there is a riding school, regional and regional competitions are held.

January 31, 1951

The executive committee of the regional Council of Workers' Deputies of the Jewish Autonomous Okrug made the decision: “…to create a voluntary sports society of collective farmers in the region, uniting in it all collective farm physical education groups with the name “Collective Farmer” assigned to the society…” and established the financing of all expenses for physical culture and sports work and the maintenance of staff at the expense of membership and entrance fees.

This decision determined the composition of the organizational bureau for the creation of the society; the chairmen of the district executive committees, together with the physical education and sports committees, were entrusted with the responsibility to create district organizational bureaus by February 9, develop and approve a plan for the construction of sports facilities in rural areas.

January 31, 1961

The Plenum of the Regional Committee of the CPSU discussed the results of the January (1961) Plenum of the CPSU Central Committee and the tasks of the regional party organization.

The Plenum fully approved the Resolutions of the January (1961) Plenum of the CPSU Central Committee “On the convening of the next XXII Congress of the CPSU” and “On the implementation of the state plan and socialist obligations for the production and sale of agricultural and livestock products to the state in 1960 and measures for the further development of agriculture”, “On the results of the meeting of representatives of communist and workers' parties”.

January 31, 1968

By decree of the Presidium of the Supreme Council of the RSFSR, the title of Honored Teacher of the Russian Federation was awarded to the teacher of Russian language and literature of the Waldgeim secondary school – Koisman Lyubov Tikhonovna and the teacher of the French language of secondary school No. 9 in Birobidzhan – Maria Nikolaevna Romanova.
