President Karol Nawrocki signed an amendment to the regulations on Wednesday, which, among other things, equate the legal force of electronic versions of documents from land and mortgage registers with printouts issued by the court. The changes prepared by the Ministry of Justice are part of the deregulatory package.

The President's office announced on its website the signing of the Act amending the Act on land and mortgage registers and mortgages and the Act on the National Main Court Register of January 9, 2026.

After the regulations come into force, documents from land and mortgage registers – a copy, an extract from the land and mortgage register or a certificate of closing the books – will have the force not only of printouts issued by the court, as currently, but also of electronic documents generated by the IT system from which these printouts are prepared.

Currently, the Central Information of Land and Mortgage Registers allows you to independently print documents via the IT system if an application for their issuance was submitted via it.

“Prints of these documents have the force of documents issued by the court if they have features enabling their verification with the data contained in the central database of land and mortgage registers and may constitute a required attachment to an application submitted in electronic form to a public administration body. In such a case, however, it is necessary to attach an electronic document to the application,” the Ministry of Justice explained the new rules.

The changes will also allow for the modification of the mObywatel application in such a way that it will be possible to obtain data from the National Court Register (KRS) through it as part of the so-called subscription. Data will be available regarding an entity entered in the register of entrepreneurs or the register of associations, other social and professional organizations, foundations and independent public health care facilities.

Currently, in accordance with the Act on the National Court Register, it is possible to transmit only data of 50 entities at the same time. This limit will be maintained, and the user will only be able to download data of entities with which he is associated with a PESEL number. This is intended to make it easier for users to obtain their data through one application.

New regulations in the part regarding books will enter into force on March 31, and on May 31 – regarding the National Court Register. (PAP)
