Mayor of Giurgiu county, detained for child pornography and sexual corruption of minors / He tried to buy the parents' silence with an agricultural plot

The mayor of the Izvoarele commune in Giurgiu county, Silviu Marius Cazacu, was detained on Tuesday by DIICOT in a case concerning the crimes of child pornography, sexual corruption of minors and influencing statements. A day ago, searches took place at his home and at the town hall.
According to a press release from DIICOT, the prosecutors ordered the detention of a 46-year-old defendant, after the investigation showed that, between August and September 2025, he allegedly requested, in online conversations, a 13-year-old minor to produce and transmit to her images in explicit sexual poses, through a social network. Also, the defendant would have sent the victim pornographic materials.
The prosecutors also claim that, in January 2026, the defendant, together with another person, would have tried to induce the minor's parents not to notify the criminal investigation bodies or the civil court and to withdraw or not to give statements in a criminal or civil case, offering them an agricultural land in exchange.
The mayor was targeted last week by a protection order issued by the Giurgiu Court against him, at the request of the family of a 13-year-old minor. The girl's parents accused him that the mayor would have approached the minor and made indecent proposals to her, accompanied by images of a sexual nature.
The mayor admitted, through a post on his page on a social network, that during the months of August and September of last year he had come into contact with the girl in question online, but without knowing her age, according to Agerpres.
Protection order, issued at the request of the minor's family
According to the organization Centrul Filia, the mayor started talking to the girl on Snapchat. During the conversations the girl told him that she was 13 years old. The mayor asked her for pictures of her naked, proposed to meet her and sent her photos with sexual content.
“I saw a change in the child, from my point of view, for the worse. He was no longer the same smiling, open child. I took the phone and told him that I would no longer give him the phone. To unlock it for me. I found pictures of the mayor. Indecent pictures, messages, where he asked her to undress, to meet,” the girl's mother told the Observer.
According to the same source, the parents accuse the mayor of trying to buy their silence. “He started putting pressure on us. He sent various people to our house to beg us to forgive him and accept what he is offering us,” the mother added.
The mayor of Izvoarele commune stated that he sent the picture by mistake.
“An indecent picture was sent by mistake. Not mine. It was a picture from an application. With the technology we live with today, unfortunately some of us are beyond our control. We also fall into certain traps. I fell into a trap, not knowing that this person is a minor,” said the mayor.
