Judge Raluca Moroșanu, excluded from two cases, within a month, after criticism of the judiciary.

Judge Raluca Moroșanu, interview for the Recorder, published on Sunday, December 14, 2025.

Within a month, judge Raluca Moroșanu, from the Bucharest Court of Appeal, was removed from two cases, after she confronted the court management at the press conference organized after the Recorder documentary “Captured Justice” and accused irregularities in the justice system.

Raluca Moroșanu was recused from a panel, for the first time in the 26 years of her profession, on December 17, 2025, from a drug trafficking case, following the admission of a recuse request made by the lawyer. The decision came a week after the CAB magistrate stood in solidarity with Laurentiu Beșu, one of the sources of the Recorder documentary, and interrupted the CAB conference.

And on Friday, January 16, 2026, the judge was set aside again, from a new criminal case, Recorder reports.

Moroșanu was recused from the panel at the request of the lawyer Angela Ciurea, who represents George Ivan, former director of the National Company “Aeroporturi Bucuresti”, sent to court by the DNA on the charge of influence peddling and complicity in influence peddling.

According to the Recorder, the request for recusal states: “In relation to Ms. Judge Raluca Moroșanu, the defense has in mind the behavior expressed publicly, on the occasion of appearances in televised interviews, from the last month, in which the magistrate expressed his intolerance on a “human” level towards the defendants investigated in various criminal cases, qualifying as “intrusive” the attitude of some magistrates who “advised” tolerance and humanity towards the defendants research”.

This time, the decision came after the CAB magistrate gave an interview to the Recorder, in which she said that the magistrates at this court were suggested to be “lenient” with the defendants.

The latter's decision was not entirely unanimous. The recusal request was judged by judges Claudia Jderu and Andreea Ionescu. The two disagreed, with Claudia Jderu considering that Raluca Moroșanu's recusal must be rejected.

Once they disagreed, the two were joined at the trial by a third judge – Virginia Opăriuc, delegate to the Bucharest Court of Appeal, who tipped the scales in Raluca Moroșanu's favour.
