Holidays until February 1, weakening of the curfew. The Cabinet of Ministers of Ukraine announced measures in the context of the energy crisis


  • Management and coordination

First Deputy Prime Minister – Minister of Energy Denis Shmyhal was appointed head of the work to eliminate the consequences of the emergency situation.

The government also launched permanent headquarters – national and separate for Kyiv and the region. They will coordinate the actions of energy workers, utilities, the State Emergency Service, local authorities and central executive authorities around the clock.

  • Curfew

In areas in the energy emergency zone, the curfew may be relaxed. In particular, during the curfew, citizens will be allowed to be on the streets and in public places without passes, including in shopping centers that provide the functions of indestructibility points, heating points, as well as supporting the livelihoods of people and businesses. Such places must have heating, autonomous power supply, and stable communication. However, these places do not include entertainment venues.

Also, during the curfew, private transport will be allowed.

The emergency response headquarters or the emergency response center can determine additional measures to mitigate the curfew, taking into account the situation on the ground. The territory in which these curfew relaxations apply will be determined by the commission on issues of technological and environmental safety and emergency situations. The first meeting on this issue will take place on January 16.

Security and defense forces will ensure control and public order.

In Kyiv, the Ministry of Education and the Kyiv City State Administration must extend or establish winter holidays until February 1. The decision does not apply to kindergartens.

The Ministry of Education, together with the OBA, must determine the need for all educational institutions to temporarily switch from full-time to distance learning or extend or introduce winter holidays until February 1, depending on the situation in the region.

  • Increase in electricity imports

The government will create all opportunities to quickly increase electricity imports for both state-owned companies and businesses.

  • Invincibility Points

The Ministry of Development, the Ministry of Internal Affairs, the State Emergency Service, the OVA and the KGVA will daily monitor the work of the Invincibility Points – their staffing, the availability of generators, communications, fuel and consumables. More than 10 thousand points have already been deployed in Ukraine, of which more than 1,200 are in Kyiv.

During the day, additional Indestructibility Points will be deployed for periods of difficult weather conditions and emergencies. There is also a reserve of 3,300 additional points. During this period, meals are also organized at the points.

  • Backup generation and connection

The Ministry of Energy, the Ministry of Development and the State Energy Supervision Authority were instructed to simplify as much as possible the connection of cogeneration units, modular boiler houses, gas turbine and gas piston units to increase distributed generation.

NEURC was recommended to reduce the deadlines and simplify the requirements for project documentation, technical conditions and connection procedures.

  • Backup power and generators

The Ministry of Development, the Ministry of Energy, the Ministry of Internal Affairs, the State Emergency Service and military administrations analyze the need for generators and other backup equipment by region throughout the day.

The equipment will be promptly redistributed to where it is needed most – to ensure the operation of life support facilities.

  • Healing of residential buildings in Kyiv and Kyiv region

In Kyiv and the Kyiv region, the following will be analyzed during the day: the state of heat, electricity, gas and water supply to residential buildings; separately – houses with electric heating where there is no power supply.

For residents of houses in difficult situations, backup power sources and water supply are provided.

  • Houses with electric heating

The Cabinet of Ministers is exploring the possibility of classifying residential buildings with electric heating as critical infrastructure facilities in order to ensure constant heating.

  • Rational energy consumption

All OVAs and KGVAs must reduce electricity consumption per day, in particular, limit external lighting of buildings and territories, advertising lighting, and excessive street lighting.

“Line 112 operates around the clock in the mode of receiving messages about the lack of heat, water and electricity,” Sviridenko informed.


Context

Since the beginning of the heating season, the aggressor country of the Russian Federation has attacked Ukraine’s energy sector 256 times, the SBU reported on January 15. In particular, since the beginning of October 2025, the occupiers have deliberately attacked 11 Ukrainian hydroelectric power plants and 45 largest thermal power plants. The Russians also carried out 49 targeted air strikes on thermal power plants and 151 on electrical substations in different regions of Ukraine, the SBU added.

On January 14, the head of the Ukrainian state, Vladimir Zelensky, announced that an emergency regime would be introduced in the Ukrainian energy sector. He also announced a review of the rules for curfews in Ukraine.
