Amendments to the Budget Act for 2026. There is a decision of the Sejm


According to the Budget Act for 2026, state expenditure is to amount to PLN 918.9 billion, while the budget deficit will not exceed PLN 271.7 billion. Revenues are planned at PLN 647.2 billion. The largest item on the revenue side remains VAT, with revenues expected to reach PLN 341.5 billion. The budget is also to obtain PLN 103.3 billion from excise duty, PLN 80.4 billion from CIT and PLN 32 billion from PIT.
The ratio of state public debt to GDP is to amount to 53.8%, which means remaining below the constitutional prudential threshold of 55%.
The Senate proposed jointly 10 fixesincluding both transfers of funds between institutions and adjustments to the structure of expenditure. MEPs supported these amendments.

Budget Act for 2026. More money for culture and public institutions
The most important changes included the proposal to transfer additional funds – approximately PLN 3 million – for the book purchase program implemented by the National Library. Financing for this task would come from the budget of the Constitutional Tribunal.
Another amendment provides transfer of nearly PLN 5 million to the European Solidarity Center; the money would be transferred, among others, from the budget of the Institute of National Remembrance.

Senators also proposed reducing the budget of the Constitutional Tribunal by another PLN 3 million, earmarking these funds for the preparation of the World Scout Jamboree. These changes are part of a broader spending adjustment, which involves shifting money between institutions without increasing the overall budget.
Cybersecurity and maritime offices
One of the amendments concerns cybersecurity. She assumes shifting funds from current expenses to personnel expenses, which is to enable increasing the employment of specialists dealing with the protection of IT systems.
The Senate also proposed allocating PLN 10 million for the reorganization of maritime offices.

The budget bill will now go to the president for signature. In accordance with the regulations this must take place within four months from the date of submitting the bill to the Sejm, i.e. by the end of January. If this deadline is not met, the president may decide to shorten the term of office of the Sejm within 14 days.
After the budget is adopted the head of state has seven days to sign it or refer the bill to the Constitutional Tribunalwhich should resolve the matter within two months.
