Major damage to the heating system in Bucharest. Over 1,000 blocks without hot water and heat - map

The new breakdown occurred on Sunday morning at CET Sud, and residents of four sectors of the Capital were left without hot water and heat. The largest supply of hot water and heat is affected in several sectors of the Capital, announced Termoenergetica. The biggest problems are in sectors 2 and 3.

The data of the Termoalert application show that more than 1,000 blocks in sectors 2, 3, 4 and 5 are without hot water and heat. Areas such as: Pantelimon, B-dul Basarabia, Muncii, Baicului, Ștefan cel Mare, Dimitrov, Colentina, Petricani, Teiul Doamnei, Nicola Grigorescu and Baba Novac are affected.

ELCEN says the estimated deadline for fixing the breakdown is January 7. Then, after the completion of the work and the re-commissioning of the damaged turbine-boiler, an interval of approximately 24 hours is required for the temperature of the heating agent to reach normal parameters in all affected thermal points.

According to ELCEN, the breakdown occurred at a boiler-turbine at CET Sud, which belongs to the Ministry of Energy, where the heat agent temperature is 8 degrees Celsius below normal, and the maximum flow that can be delivered is insufficient to ensure optimal operating parameters.

“We emphasize that ELCEN employees make special efforts to keep in operation old equipment put into operation in the 60-70s and not modernized in time due to the long underfunding of the company which prevented major rehabilitation actions of the facilities. Termoenergetica's debt to ELCEN is currently approximately 1.5 billion lei.

Investments in the modernization of ELCEN plants are essential. In the absence of these investments, the energy groups risk major damages”, says ELCEN.

The company reminds that on the site of the former CET Titan, modular capacities for the production of thermal energy operated, which provided, for a period, additional thermal agent for areas in the east and northeast of the Capital. Later, this equipment was taken out of operation by Termoenergetica, which led to the reduction of the local production capacity and the expansion of the area served by CET Bucharest Sud.

“In the absence of these additional sources, the demand on CET București Sud has increased significantly, limiting the plant's operating flexibility in technical incident situations and increasing the pressure on some already very old equipment”, adds Termoenergetica.
