The modernized automatic emission control system of Krasnoyarsk Cement LLC (a subsidiary of Sibcem Holding Company JSC) has successfully passed acceptance by Rosprirodnadzor. Specialists from the Yenisei Interregional Department checked the documentation, the operation of the equipment, as well as the correctness of data transfer to the unified information system.
The Krasnoyarsk Cement Plant belongs to the first category facilities that have a negative impact on the environment (NEI). Federal Law of July 26, 2019 N 195-FZ “On conducting an experiment on quotas for emissions of pollutants and introducing amendments to certain legislative acts of the Russian Federation in terms of reducing air pollution” obligated industrial organizations to equip stationary emission sources with automatic monitoring and data recording systems.
The prescribed period for quota facilities of the first category, located in 12 large urban districts, including Bratsk, Krasnoyarsk and Norilsk, is until December 31, 2025.
Among the production assets of the Siberian Cement holding, Krasnoyarsk Cement LLC is the first enterprise where a modernized automatic emission control system (AEC) was put into operation. Let us remind you that the plant previously operated a gas analysis complex installed on a 130-meter chimney back in 2021.
“For a long time, the company has been systematically carrying out measures aimed at increasing the environmental safety of production, and the launch of a modernized SAKV is one of them. The online monitoring system is installed at the main source of polluting emissions – the chimney through which emissions from three rotating clinker kilns enter the atmosphere, explains Natalya Martynova, chief ecologist of Krasnoyarsk Cement LLC. — The system constantly measures key indicators – the content of nitrogen oxides, sulfur dioxide, carbon monoxide, dust. All marker substances are controlled and are strictly within established standards.”
New equipment is made in Russia. Due to this, the risks associated with system maintenance and the supply of spare and consumables are neutralized. In order to minimize the possible downtime of the environmental monitoring system (the duration of downtime per year is limited by law), a hotline has been established with the equipment manufacturer. This measure will ensure the ability to quickly restore the system in case of problems.
Inspectors from the Rosprirodnadzor service for the Krasnoyarsk Territory, who were part of the acceptance committee, checked the operation of the system, equipment, operational and technical documentation. In addition, they recorded which indicators and parameters are monitored and transferred to the register of objects of the National Environmental Assessment.
At the production site of Krasnoyarsk Cement LLC, measures are systematically taken to reduce the volume of emissions into the atmosphere; 71 gas treatment plants operate. The company participates in the federal project “Clean Air” of the national project “Ecological Well-Being”.
“The cost of the system is about 32 million rubles including VAT. We continue to strictly comply with all environmental legislation requirements. We, like other city residents, are concerned about the problem of clean air. The launch of an automatic control system will ensure complete transparency of emissions data,” comments Dmitry Kireev, managing director of Krasnoyarsk Cement LLC, on the commissioning of the updated SAKV. “Now the data will be sent to the state register of NVOS facilities every 30 minutes.”
