

The goal of the reform is to make the teaching profession competitive and provide safe and high-quality education even during a full-scale invasion, Sviridenko noted.
“We increased teachers’ salaries by 30% from January 2026… The next stage – from September 2026, a salary increase of another 20% is envisaged,” the message says.
As the prime minister said, for this purpose, the budget has already provided funding for the first eight months of the year: 91.8 billion UAH of educational subvention has been distributed among local budgets, and an additional 21.4 billion UAH has been redirected to guarantee an increase in salaries without increasing overall state budget expenditures.
“More than 409 thousand teachers will receive monthly additional payments for working in unfavorable working conditions from January to August 2026, of which 25.5 thousand will be in front-line communities. UAH 10.37 billion is provided for this,” Sviridenko noted.
In parallel, the Ministry of Education and Science of Ukraine is updating educational programs, introducing modern practices within the framework of the New Ukrainian School and supporting the professional development of teachers so that financial support for teachers improves the quality of education.
Sviridenko also reported on the updated Procedure for providing subventions for the arrangement of shelters in schools.
“The state will directly finance facilities with a willingness of 60% (instead of 40%), without increasing the cost of projects from the state budget,” Sviridenko noted.
The head of government explained that the distribution of funds takes into account the levels of security risk: very high – 40%, high – 35%, moderate and satisfactory – 25% (instead of 10%), which allows for a significant increase in support for areas with a moderate and satisfactory level of risk.
“School education must be safe and of high quality. Supporting teachers and modernizing schools is one of the key priorities of the government,” Sviridenko emphasized.
