Vance emphasized that the progress of recent weeks has been to establish precisely “what is non-negotiable and what is very negotiable.” For issues on which it is easier to reach agreement, the US Vice-President included: control over the Zaporozhye Nuclear Power Plant (occupied by Russia since 2022), the future of the Ukrainian minority in Russia and the Russian minority in Ukraine, and the fate of Ukrainians living in the areas occupied by Russia who would still like to live in Ukraine.
The American politician emphasized that the difference in positions also concerns the reconstruction of Ukraine. “Ukrainians are very focused [na tym zagadnieniu]and the Russians a little less” – admitted the vice president. Vance expressed the opinion that “everyone, at least over the last few months, participated in the negotiations in good faith.”
“I think we have made progress, but here and now I am not convinced that we will reach a peaceful solution. I think there's a good chance it will, but I also think there's a good chance it won't“- noted the US vice president.
Peace talks between Russia and Ukraine are still ongoing
Last weekend, another round of talks on stopping fighting in Russia's war against Ukraine took place in Florida. The AFP agency emphasized that although the negotiations did not bring any significant breakthroughthe United States and Ukraine called them “productive and constructive.”

The alternative offer of European countries includes, among others: deployment of multinational armed forces in Ukraine and security guarantees for Kiev similar to those contained in Art. 5 of the NATO Treaty.
Russian troops currently control almost the entire Luhansk Oblast and most of the Donetsk Oblast in eastern Ukraine. The most important cities in Donbas that are managed by the Ukrainian authorities remain Kramatorsk, Slovyansk, Konstantinivka and Druzhkivka.
