PKP Cargo fires its boss. Personnel earthquake in a state-owned company


PKP Cargo is the largest rail freight operator in Poland and one of the leading rail freight operators in the European Union, offering comprehensive logistics services including the transport of coal, aggregates, metals and intermodal goods. Since 2024, the company has been in a restructuring (sanation) process aimed at improving its difficult financial situation and avoiding bankruptcy through deep cost and organizational reform.

On December 22, 2025, the company's supervisory board dismissed Agnieszka Wasilewska-Semail from the position of president of the management board.
“The resolution of the supervisory board comes into force upon its adoption,” we read in the PKP Cargo press release. The reasons for the cancellation were not indicated.
Agnieszka Wasilewska-Semail took up the position of president of the management board of PKP Cargo January 20, 2025.

Agnieszka Wasilewska – Semail. What is known about her?
Agnieszka Wasilewska – Semail is a graduate of the Master of Laws (L.LM), the Catholic University of Leuven (Belgium) and the Faculty of Law and Administration at the University of Warsaw.
She has been associated with the banking sector for over 18 years. She started her professional career in Belgium at Bank Brussels Lambert (currently ING Bank Belgium) in 1996 as Area Manager (International Banking Department), and then as manager of the European Business Desk. From 2021, she served as a member of the management board of companies in the Eneris Group (Eneris Re-Energia, Eneris Siemiatycze, Eneris Ruda Śląska, Eneris Ekopark).

In the years 2014-2020, she served as president and vice-president of Rafako. In the years 2007-2014, she held the position of transaction director, managing the banking division, the corporate sales division, and the strategic clients division at PKO Bank Polski. From 2006-2007, she served as executive director at Bank Handlowy w Warszawie SA (Citigroup).
In 2005-2006, she held the position of department director at ING Bank Śląski, and from 2002 to 2005, as department director and division director at Kredyt Bank (currently Santander Bank Polska).
She also gained many years of experience as:
- member of supervisory boards (in the Rafako and PKO Bank Polski Groups)
- member of the board of the Chamber of Commerce for Energy and Environmental Protection
- member of the supervisory board of KIR
- member of the bank's credit committee, investment committee, operational risk committee, asset and liability management committee
Resignation at PKP Cargo. Who is the new president?
At the same time, on December 22, 2025, the company's supervisory board adopted a resolution pursuant to which it decided to delegate Monika Starecka — member of the supervisory board of PKP Cargo to temporarily, i.e. from December 23, 2025 to March 22, 2026, perform the duties of a member of the management board and entrust her with the duties of the president of the management board.
“According to the submitted declarations, Monika Starecka does not conduct any activity competitive to the company and does not participate in a competitive company as a partner in a civil partnership, partnership or capital company, and does not participate in a competitive legal person as a member of its body and is not listed in the Register of Insolvent Debtors kept pursuant to the National Court Register Act,” PKP Cargo indicates in the justification.
