On suspicion of organizing the explosion, law enforcement officers detained a 60-year-old resident of Tallinn, who is not a citizen of Estonia. He has previously been prosecuted several times. The motive for the actions, according to the prosecutor, was personal revenge related to previous events in the shopping center.

Director General of the Police and Border Guard Board Margot Palloson said that there is no threat to public safety and the incident is an isolated incident.

“There is no indication that this was linked to terrorism, extremism or was controlled from abroad,” he said.

However, police have stepped up patrols and security measures in the country's shopping centers to maintain peace among residents, added Director of the Police and Border Guard Board Egert Belichev. All the center's trash cans were checked by Rescue Department specialists; no additional devices were found.
