Its author, deputy Arapov from New People, is confident that kitties have a beneficial effect on the psychological state of the prisoner, reduce the level of aggression, help develop communication skills and empathy, which is lost in prisons. All this, in the long term, reduces the likelihood of recidivism (according to statistics, 44% of those previously incarcerated commit a crime again).
The authors of the initiative rely on the experience of Israel – the practice has taken root there and is beneficial. Moreover, it can be combined with good deeds – taking wool animals from shelters and solving the problem with homeless animals. The proposal has already been sent to the Ministry of Justice.
