Interviews in Miami and Berlin
Discussions took place over the weekend in Florida between representatives of Russia and the United States. The talks in Miami were attended by Kremlin envoy Kirill Dmitriev, and the American side was represented by President Donald Trump's advisers, Jared Kushner and Steve Witkoff. Dmitriev described these talks as “constructive” and announced their continuation on Sunday.
The meeting in Miami took place shortly after negotiations in Berlin, in which representatives of Ukraine, Kushner and Witkoff participated. During the Berlin summit, European leaders announced that the United States and Europe would work together to provide Ukraine with security guarantees in the event of an end to the war.
On Friday, Witkoff also held talks with the Ukrainian delegation, which included, among others, Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov.

A controversial peace plan. The US is pressing
In November, the media revealed details of the 28-point peace plan for Ukraine developed by Witkoff and Dmitriev. The document assumed, among other things, that Russia would retain control over most of the occupied areas, including Crimea and Donbas, and Ukraine would give up its aspirations to join NATO. Additionally, the size of the Ukrainian army was to be limited to 600,000. soldiers.
In response to these provisions, European leaders proposed a modified version of the plan. The new proposal weakens restrictions on the size of the Ukrainian armed forces and provides security guarantees for Ukraine, similar to the provisions of Art. 5 of the North Atlantic Treaty.

No breakthrough in talks
Despite intense negotiations at various levels, the prospects for reaching a peace agreement remain uncertain. Russia clearly rejects the changes proposed by Europe and Ukraine, which further complicates the situation. In the background of the talks there is also the tense issue of security guarantees for Ukraine and the future of the areas occupied by Russia.
