Ciucu informed the Prime Minister and the Minister of Finance about the “extremely serious” financial situation of the Capital City Hall / “Reforms will follow, don't have any doubts!”

The Mayor of the Capital, Ciprian Ciucu says that he informed the Prime Minister Ilie Bolojan and the Minister of Finance, Alexandru Nazare, about the extremely serious financial situation of the Bucharest City Hall, showing that he will not just wait for solutions from the Government and reforms will follow in Bucharest. The mayor announced that in the meeting they decided, in the very short term, so that Termoenergetica does not become insolvent in January, that the Government should create an additional space for a modest loan. In addition, a mechanism was discussed for PMB to take over Elcen during the next year, as soon as possible.

The Mayor of the Capital says that he had a working meeting at the Government this evening with Prime Minister Ilie Bolojan and the Minister of Finance, Alexandru Nazare.

“I informed them about the extremely serious financial situation in which Bucharest City Hall is and the causes (related to recent history) that led us here. In short, in the last 3 years, more than 2 billion lei were taken from the Capital City Hall by reducing, in 2024 and 2025, the amount of income tax collected that can be redistributed to local authorities, by eliminating to some categories of income from the allocation formula (e.g. the income tax from pensions). This money has NOT reached Bucharest, the Government has used it for other purposes: the allocation of lower quotas to the Capital City Hall, while PMB is responsible for the operation of large public utility services (heating and public transport)”, writes Ciucu on Facebook.

He shows that, “in the very short term, in order for Termoenergetica not to become insolvent in January, the Government will create an additional space for a small loan”.

“Also, we discussed a mechanism by which PMB would take over Elcen during the next year, but as soon as possible”, announced the mayor of the capital. Ciprian Ciucu also states that another topic was the budget law, so that PMB would benefit from a fair financing starting from 2026.

“The bad part was that the reduction of the funds that returned to Bucharest overlapped with the accentuation of the budget holes of STB and Termoenergetica. Let me give you two figures to understand the extent of the disaster: the turnover of STB is about the same as the budget of Brasov, somewhere at 1.6 billion lei, and STB's debt to ANAF is about 1.4 billion lei. It seems incredible to me! I said yesterday that PMB's current debt is of over 2.1 billion lei (to PMB only to these companies plus others, we did not add their debts to their suppliers). It is, approximately, the missing amount that did not reach PMB due to some political decisions taken in the last three years by the governments that were lost”, explains Ciucu.

“Obviously, I won't just wait for solutions from the Government! Reforms will follow in Bucharest, don't have any doubts here! Now, my first objective is to put things in order!”, mentions Ciprian Ciucu. (news.ro)
