Ciprian Ciucu wants to bring ELCEN under the authority of the City Hall: “If it wasn't for Termoenergetica, it would go straight into bankruptcy”

ELCEN must come to the City Hall of the Capital, because the main client is the City Hall of the City of Bucharest, said the Mayor General Ciprian Ciucu on Saturday, reports Agerpres.

He was asked, in a press conference, whether in the plans to make expenses more efficient, in the event of insolvency, he considers STB and Termoenergetica or other municipal companies.

“If Termoenergetica goes bankrupt, it goes bankrupt automatically, because it is the second insolvency, the ELCEN. The ELCEN received important funds from the Ministry of Energy to renovate. What does that mean, a gigacalorie cheaper in production. And, if they don't want to go bankrupt, they should come to the table, talk to the mayor general, the Ministry of Energy and the others, let's see, because I don't like how the object is defined of ELCEN's main activity, which, in fact, provide electricity as a secondary product. I would say that, if it were not for the City Hall and Termoenergetica, I have nothing to lose. So, if the Government does not understand, I am not interested in other interests, I will say things as they are The capital”, Ciucu pointed out.

Regarding STB, he stated that he will get a clear picture of the situation there, after he will have a discussion with the Minister of Finance and, in particular, with the unions from this company.

“In general, I want to have a good relationship, based on respect, on transparency with the unions in STB, which we know are very strong. And depending on how they will position themselves in relation to what needs to happen at STB, I can talk to the general mayor and have a very good reorganization and streamlining at STB, than to talk to the syndic judge. I think it's easier to talk to the mayor general, than with the syndic judge”, Ciucu said.

Ciprian Ciucu announced that STB is close to bankruptcy, accumulating debts of over one billion lei to the state budget, most of which comes from non-payment of employee contributions.

“At the moment, we do not have 2025, but I tell you that it is much more than 2024, because I know from the outside, it is 1.38 billion today, the debt that STB has with ANAF. So from my point of view, with this debt, if we do not pay on time those installments that the former mayor general thought, this company is almost bankrupt. And I am not afraid to say this word. So, we are talking about 1.38 billion, once again, the debts that STB has to ANAF”, stated Ciprian Ciucu, on Saturday, in the first press conference held as general mayor of the Capital.
