This is an act amending the Construction Law and certain other acts. This amendment was part of the government's deregulation package. The change in regulations resulted from the need to simplify and accelerate the investment and construction process. This is to be achieved by expanding the catalog of buildings and construction works exempt from the obligation to obtain a building permit.

Added to the list include: free-standing, no more than two-story public buildings with a usable area of ​​no more than 200 square meters.“whose impact area is located on the plot or plots on which they were designed.”

Notifying the construction of such a building will require preparing and attaching a plot or area development plan and an architectural and construction design, appointing a construction manager and keeping a construction log. It will also be obligatory to notify the administrative body about the completion of construction, to subject the construction to periodic inspections and to keep a book of construction works.

The changes are intended to facilitate the construction of, among others: buildings related to religious worship, education, medical, social or social activities or postal services.

Catalog of construction objects requiring only notification has also been extended to include free-standing home shelters with a usable area of ​​up to 35 square meters, intended to protect users of a single-family residential building. Under the notification procedure, it will also be possible to build free-standing telecommunications containers with a construction area of ​​up to 35 square meters, as well as septic tanks for rainwater or meltwater with a capacity of no more than 30 cubic meters. related to agricultural production.

Moreover, the scope of works that did not require a building permit or notification, which previously included the installation of heat pumps, free-standing solar collectors and photovoltaic devices, has been supplemented with the installation of electricity storage facilities with a nominal capacity of no more than 20 kWh.
