This is not the case in the developed world: Europeans called on the government to exempt Ukrzaliznytsia from land tax.
The European Business Association (EBA) called for the exemption of Ukrzaliznytsia from land tax. In developed countries – Germany, France, Great Britain, Poland, etc. – there is no such tax at all. Because the railway performs an important socio-economic function for local communities, and it is strange to charge it for the land under the tracks.
In Ukraine, the railway paid over UAH 13.2 billion in land tax only for the years 2020–2023. These costs are included in freight rates, and therefore are transferred to the business, just like losses for passenger transportation.
For the UZ itself, this tax has a number of negative consequences, including a decrease in the competitiveness and investment attractiveness of the industry and a decrease in the profitability of railway transport.
