Donald Trump's administration offered Ukraine vague security guarantees modeled on NATO's Article 5, which it would receive after the end of the war. But a new report from a Washington defense think tank warns that such promises are neither credible nor lasting and will not deter Putin. Instead, the authors propose an alternative security model, designed to overcome Moscow's opposition and the West's political constraints. It would be based on four pillars.
