Russia has proposed equating migrant children to the category of disabled children
The Commissioner for Children's Rights in the Sverdlovsk region stated that migrant children should be classified as “children with special educational needs.” Now only children with disabilities and disabled children are considered such.
The Ombudsman also noted that in Yekaterinburg there are two schools with “quite a large number of these guys,” and they “they sing the Russian anthem on Mondays, they know it, even without really speaking Russian.”
