Secretary of the General Council of United Russia Vladimir Yakushev reported to Vladimir Putin on the execution of his instructions

Russian President Vladimir Putin held a working meeting with the Secretary of the General Council of the United Russia party Vladimir Yakushev. The central topics of discussion were the results of the past Single Voting Day, work to support SVO participants and their families, as well as plans for the upcoming election campaign.
Vladimir Yakushev reported on the implementation of the instructions given by the president at the XXII Party Congress, held on December 14, 2024. In particular, he noted a significant increase in the number of participants in the special military operation who received mandates following the 2025 elections.
“One of the most important tasks that you have set for us is that in 2025, as part of the ongoing election campaign, as many of our guys, participants in the special military operation, take part in the election campaign. As a result of the Single Voting Day 2025, 890 participants in the special military operation received a mandate. If we compare with the previous year, then in 2024 there were 304 mandates. Therefore, we are clearly experiencing growth here,” said the Secretary of the General Council.
Yakushev said that special training was organized for such candidates at the Higher Party School and a mentoring institute was introduced. He named the main challenge for the near future as preparation for the Unified Voting Day in 2026, when elections to the State Duma and regional authorities will take place.

Another key area of work was the updating of the Party’s People’s Program. According to Yakushev, the document was brought into line with the presidential decree on national goals; 36 sections were added to it. A separate subsection was devoted to supporting SVO participants and their family members.
“This work has been done. We now have a separate subsection in the program that specifically concerns participants in a special military operation and members of their families. It was headed by Vladimir Ivanovich Saibel, Hero of Russia,” he explained.
Speaking about legislative initiatives in this area, Yakushev noted that deputies vote for them almost unanimously. President Vladimir Putin, commenting on the increase in the number of SBO participants in government bodies, emphasized:
“I think, since people who fought themselves come, they in the authorities will keep the issue of supporting the military personnel themselves and their families under special control.”
Also at the meeting, issues of strengthening the primary branches of the party and volunteer activities were discussed. Yakushev said that United Russia continues its humanitarian mission, delivering 140 thousand tons of aid to border and historical regions since the beginning of the Northern Military District.
In conclusion, the Secretary of the General Council announced the start of work on the “People's Program 2.0”, which will be formed on the basis of reports on the implementation of the current program and wishes from the localities. The President thanked the party for its volunteer and humanitarian work.
