In Norilsk, the results of the work of the representative of the Commissioner for the Protection of Entrepreneurs' Rights were summed up and the candidacy of a successor was agreed upon

At the 31st session of the Norilsk City Council of Deputies, Elena Porokhina, who until recently held the post of representative of the Commissioner for the Protection of Entrepreneurs' Rights (UPR) in the Krasnoyarsk Territory in the city of Norilsk, made a final report.
For almost two and a half years of activity in this status, Elena Porokhina has built a systematic work to protect the interests of local businesses. Drawing on many years of experience in managing the Consulting Resource Center, she focused on creating an effective dialogue between entrepreneurs and authorities.
A landmark event of this period was the first-ever visit of regional business ombudsman Olga Zagitova to Norilsk, which made it possible to draw the attention of the regional center to the specifics of doing business in the Arctic. Let us note that over the past two years, Olga Zagitova has met with Norilsk entrepreneurs several times.
Particular attention was paid to legal protection and education. Elena Porokhina established constructive interaction with the city prosecutor’s office: the signed cooperation agreement made it possible to quickly exchange information about violations of the rights of entrepreneurs and hold joint receptions on personal issues.
During weekly consultations, entrepreneurs were helped to understand the intricacies of legislation, issues of land lease, tariffs for utility services and the nuances of working as residents of the Arctic zone of the Russian Federation. The representative’s expert position was heard at major venues, including the international forum “The Arctic: Present and Future,” as well as within the framework of the work of various coordination councils of the city.
Elena Porokhina officially resigned as a public representative, but will continue to operate in a new status – she joined the Public Council at the Krasnoyarsk Territory Tourism Agency, where she will focus on the development of the hospitality industry.
And today during the session the deputies considered the issue of a new representative of the UPP. Olga Zagitova applied to the Norilsk City Council with a request to approve the candidacy of Alexey Lupka.
“We thank Elena Porokhina for her effective work with the entrepreneurial community of Norilsk, the well-structured dialogue between SMEs and supervisory authorities and the municipality. I am sure that the accumulated experience of this activity will help Alexey Lupka effectively continue his work in the field of protecting the rights and interests of representatives of Norilsk small and medium-sized businesses. I would like to note that Alexey Sergeevich is not only a successful entrepreneur himself, but also heads the board of the Union “Northern Industrialists and Entrepreneurs” (the local branch of the Russian Union of Industrialists and Entrepreneurs), is a member of various business communities in our city, actively interacts with local governments, and participates in the implementation of socially significant projects as a philanthropist,” noted the speaker of the Norilsk Parliament, Alexander Pestryakov, in his speech on this issue.
Parliamentarians supported this proposal. The decision of the session will be sent to the Commissioner for the Protection of the Rights of Entrepreneurs in the Krasnoyarsk Territory to approve the candidacy of Alexey Lupka and vest him with the appropriate powers.
