As President Volodymyr Zelensky prepares for an intense series of diplomatic meetings in Berlin, Western capitals face a testing moment that could decisively influence the course of Russia's war against Ukraine.

The stakes are considerable. Kiev is insisting on firm and credible security guarantees, while European partners are wary of long-term commitments while trying to keep an increasingly fragmented alliance together in view of a possible deal by the end of the year.

In a speech on Saturday night, Zelenskiy struck a calculated tone, combining restrained optimism with pressing realism, setting the stage for a high-stakes diplomatic offensive in Berlin later this week.

As Kiev raises the possibility of a “political agreement to end the war”, the talks are already revealing clear strategic differences between Ukraine's closest supporters.

“We are currently preparing for meetings with the American side and our European friends”Zelenski said, stressing that the Berlin agenda will cover security guarantees, long-term reconstruction and the foundations of lasting peace.

He singled out meetings with US envoys and European leaders as essential to what he called a “considerable” chance of changing the trajectory of the conflict.

Security guarantees, at the heart of the negotiations

At the heart of Kiev's negotiating position is the constant demand for “real security guarantees” aimed at deterring any future Russian aggression – a key element of Ukraine's coordination with its allies in 2025.

A senior Western diplomat emphasized the importance of the topic: “Security guarantees are the binder of these talks. Without a credible and enforceable framework – legally binding and supported by Europe and the US – Ukraine is being asked to trade human sacrifice for symbolism. This is not acceptable to Kiev.”

Secretary of the National Security and Defense Council of Ukraine Rustem Umerov, appointed by Zelenskiy to coordinate briefings on recent negotiating contacts, is expected to lead technical work on the security architecture with European and American partners.

US Envoys and European Divisions

Zelenskiy's meetings with President Donald Trump's envoys, including special envoy Steve Witkoff, highlight Washington's central role in facilitating any deal, even as tensions remain in the bilateral relationship.

A US official close to the Trump team expressed cautious optimism: “We are seeing some momentum. Berlin is an opportunity for alignment and clarification, not for rehashing old disputes. President Trump's emissary team is determined to test the limits of a peace framework, but it must be based on achievable steps.”

Western diplomats say the talks are structured around three pillars: a roadmap for a ceasefire, security guarantees and reconstruction – a framework that Kiev has been quietly outlining for weeks.

However, a senior European official warned: “Europe supports Ukraine's goals, but there are real questions about the prospects for EU membership, the extent of guarantees and possible concessions. We want to make sure that we are not dealing with an exclusively US-dictated scenario that ignores European security interests.”

The unspoken subject

Despite Zelenskiy's emphasis on dignity and assurances that “Russia will not return,” territorial status remains the major sticking point, particularly in Donbas.

Russia's demands for the withdrawal of Ukrainian forces have been reiterated, while Washington has suggested compromises, including the idea of ​​a free economic zone – proposals flatly rejected by Kiev.

One Western official described the stark situation: “Territorial integrity versus cessation of active hostilities is a zero-sum equation for Ukraine. And for its partners there is no clear consensus on an acceptable trade-off. This is the unspoken issue for everyone before Berlin.”

German authorities, the hosts of this diplomatic marathon, have confirmed an extended meeting with NATO and EU leaders after Zelenski's talks, reflecting Berlin's desire to shape a pan-European response to both the ongoing war and the post-war order.
