“We discussed in detail the work with American partners on steps for peace, security guarantees and strengthening our resilience. We also touched upon the PURL initiative and the “reparation loan”. We coordinated our positions on all issues. We act in a coordinated and constructive manner,” the President of Ukraine wrote.

According to Rutte, the meeting discussed “support for further progress towards a just and lasting peace for Ukraine.”
Von der Leyen assured X that while peace negotiations continue, the EU remains steadfast in its support for Ukraine.
“Our funding proposals are under consideration. The goal is a strong Ukraine, both on the battlefield and at the negotiating table,” the head of the EC noted. “We confirmed to President Zelensky that the EU remains firm and committed to its principles. The sovereignty of Ukraine must be respected. The security of Ukraine must be guaranteed in the long term, as the first line of defense for our Union.”
Von der Leyen stressed that Europe will continue to contribute to all efforts for a just and lasting peace in Ukraine.
As peace talks are ongoing, the EU remains ironclad in its support for Ukraine.

Context
In an address on December 7, the President of Ukraine announced new peace negotiations, promising meetings in London and Brussels. Zelensky stated that he was waiting for the “correct negotiating positions” from the European Union and the United States.
On December 8, Zelensky, British Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz discussed in London the progress of negotiations on a “peace plan” for resolving the Russian-Ukrainian war. “We have a lot of cards in our hands,” Macron noted. Merz said that “the fate of Ukraine is the fate of Europe.”
The Elysee Palace said that meeting in London “allowed us to continue working together” on the US “peace plan” and on what Europe can offer. Much remains to be done on reliable security guarantees and proposals for the post-war reconstruction of Ukraine, a representative of the French President's office added.
After the meeting in London, Zelensky flew to Brussels.
The delegations of Ukraine and the USA have already held seven rounds of negotiations about the “peace plan” for resolving the Russian-Ukrainian war. In parallel, the American side is holding discussions on the same issue with the aggressor country of the Russian Federation.
Zelensky, in an interview published on December 8, said that elements of the US plan require further discussion of a number of “sensitive issues,” in particular regarding territorial issues and security guarantees for Ukraine.
