Germany passes controversial new law on military service amid Russian threat

Germany's parliament approved a controversial new law on military service on Friday that aims to increase the strength of the armed forces and meet NATO targets amid tensions with Russia that are fueling calls for stronger defense capabilities across Europe.

The legislation, passed by the government at the end of August and so far stalled in parliament due to heated debate, introduces a two-part system. The first is a voluntary service, better paid, designed to attract young recruits.

Controversy is related to the second measure: if the number of voluntary enlistments is not enough, lawmakers can activate mandatory incorporation, depending on the needs of the armed forces.

However, the measure would require a separate vote in the Bundestag and could involve drawing lots if the number of those eligible for incorporation exceeds the number of recruits needed.

The Ministry of Defense will report recruitment figures to parliament every six months.

Germany wants the law to help it grow its military

The bill sets ambitious expansion goals for the Bundeswehr, targeting up to 260,000 active soldiers – up from 183,000 today – and at least 200,000 reservists by 2035.

In a move not seen since incorporation was suspended in 2011, all men born after January 1, 2008 will undergo a medical assessment, phased in as capacity allows.

Both men and women aged 18 will be asked to declare their willingness to serve, although only men are required to respond.

Germany's decision follows a broader European trend, as France, Italy and Belgium expand voluntary service, while the Nordic and Baltic states strengthen compulsory incorporation in response to Russian aggression.
