Deputies of the Krasnoyarsk Territory parliament unanimously adopted the budget for 2026

In the Krasnoyarsk Territory, at a session of the Legislative Assembly, deputies unanimously supported the regional budget for 2026 and the planning period 2027–2028 in the second reading.
At the stage of the first reading, taking into account the “zero reading” and decisions on the federal budget, the main parameters were increased by 56.2 billion rubles: by 2.9 billion in 2026, 7.1 billion in 2027 and 46.2 billion in 2028. Another amendment was presented today by Deputy Prime Minister and Minister of Finance of the region Vladimir Bakhar. It involved a detailed distribution of additional funds received after discussion of the document in committees and clarification of federal funding.
Taking into account all the changes, revenues in 2026 will amount to 452.3 billion rubles, expenses – 527.4 billion rubles, the planned deficit – 75.1 billion rubles, and without taking into account expenses within the “infrastructure menu” – 49.1 billion rubles. Additional resources are associated primarily with the growth of gratuitous revenues from the federal budget and the region’s participation in national projects, as well as with the redistribution of its own funds in favor of priority areas.
Vladimir Bakhar emphasized that as a result of the new amendment, there was an increase in funding for virtually all state programs of the region.
Deputies Pavel Semizorov, Dmitry Sviridov, Boris Melnichenko, Alexander Boychenko, Galina Ampilogova, Egor Vasiliev, Irina Ivanova, Maxim Markert asked their questions to the Deputy Prime Minister – Minister of Finance. Speaker of the regional parliament Alexey Dodatko thanked the government and the deputy corps for the fruitful joint work.
After this, the deputies adopted a resolution with proposals to the government as a basis. The document is an addition to the budget and sets out the parliament’s key expectations for territorial development, social support and infrastructure, and was prepared taking into account the conclusions of control and legal bodies.
One of the central themes of the resolution was the health and safety of people. The document requires sustainable financing of the Territorial Compulsory Medical Insurance Fund, standards for the repair of medical equipment, strengthening control over preferential medicines, updating sanitary vehicles, increasing beds in infectious diseases buildings and accelerating the construction of first aid stations in the Arctic. A significant part of the document is devoted to the Arctic zone and northern territories. It is proposed to provide funds for the development plan of Norilsk, the construction of waste disposal facilities with thermal disposal of MSW, the purchase of at least 10 large-class buses annually, free meals for subsidized schoolchildren, updating libraries and projects for new hospitals to replace dilapidated buildings. Separately, it is proposed to increase funding for the “Clean Water of the Region” project, treatment facilities, eliminating accumulated damage and landfills, ensuring the safety of hydraulic structures, expanding the construction and overhaul of intermunicipal roads, developing tourism infrastructure and supporting rural areas.
The document focuses on protecting families and developing the economy. It is recommended to increase subsidies to municipalities for infrastructure for plots for housing for large families and to develop the housing stock for social use through rental houses, the purchase of apartments and PPP, to continue the projects “Zemstvo Trainer”, “Zemstvo Cultural Worker”, “Zemstvo Teacher”. For business, a measure is proposed to compensate for the sharp increase in tariffs for thermal energy, special attention is paid to SVO participants and their families – support for entrepreneurship, mentoring and recreation for children through free vouchers and organized travel. The resolution proposes to strengthen funding for prefabricated indoor sports facilities, increase the number of sports certificates for the older generation, and ensure compliance with federal training standards and maintenance of sports facilities, including community clubs and the “Yard Instructor” project. In education, it is planned to design the reconstruction of schools recognized as unsuitable, and to expand regional scholarships for gifted schoolchildren and students. A separate paragraph proposes to take special control over the preservation of cultural heritage sites dedicated to the heroes of the Great Patriotic War.
Control over the implementation of the resolution is entrusted to the Committee on the Budget, State Property and Protection of Citizens' Rights.
Chairman of the Legislative Assembly of the Krasnoyarsk Territory Alexey Dodatko: “The budget was adopted by the Legislative Assembly unanimously, deputies of all factions included in the regional parliament supported it. This is the financial embodiment of the entire policy for the development of the region, social support measures, and the formation of development infrastructure: roads, housing and communal services, social facilities. The work does not end with the allocation of funds, but only begins. The governor of the Krasnoyarsk Territory has set a task for the executive authorities and municipalities to prepare all the documentation in advance so that the construction of facilities can begin as early as possible. As part of the work of the committees, when considering the draft budget in factions, issues arose that were reflected in the resolution of the Legislative Assembly. These are questions for the future, for growth – something that, in the opinion of the deputy corps, requires further work. We are talking about improving our policy in the field of wages, about specific facilities in the territories. Here, both the executive branch and the deputy corps have a lot of work to do to implement decisions.”
Chairman of the Committee on Construction, Housing and Communal Services and Civil Defense and Emergency Issues Alexey Kulesh noted that the construction and housing and communal services industries are becoming one of the most important and, perhaps, the most capital-intensive.
“For example, about 11 billion rubles are planned for the resettlement of dilapidated and dilapidated housing in the next three years, and 12.5 billion for providing housing for orphans. These are colossal amounts of funding. Significant funds are aimed at curbing the growth of citizens' payments for housing and communal services. In total, almost 20 billion rubles have been allocated: 15 billion to limit fees for all categories of citizens and 4.6 billion to support preferential categories that receive support through the social protection authorities of the Krasnoyarsk Territory. In addition, significant funds are allocated for the reconstruction and modernization of utility infrastructure. Almost 6 billion rubles are sent to municipalities for the construction, major repairs and reconstruction of networks, boiler houses, and wastewater treatment plants,” the deputy noted.
