More than 107,000 people in Prahova and Dâmbovița have been living like in the Middle Ages for a few days, while those responsible for this crisis collect huge sums.

Apele Române and the ESZ company blame each other for the water crisis in Prahova and Dâmbovița, which affects over 10,000 people in 13 localities.
The Minister of the Environment considers that ESZ Prahova is a sinecure. “It's an ostrich-camel that belongs to the state, yes, it's subordinated to Apele Romaniane, created in 2006, a complete legislative anomaly, head-to-tail. It's one of the state companies that were created to give some money to some people“, said Diana Buzoianu.
The ESZ company was accused by the Minister of the Environment, Diana Buzoianu, of not officially warning the town halls and the population and that the “Romanian Waters” National Administration is a “state within a state”.
The two institutions of the Romanian state are led by people appointed politically or with political connections, who collect enormous sums for their activity.

Flights paid for by Nordis
Monica Hunyadi, who accompanied PSD leaders on some flights to luxury destinations with private planes paid for by the Nordis company, was part of the management of the state company Exploatare Sistem Zonal Prahova (ESZ) SA until November 21.
In some of the five round-trip flights documented last year by G4 Media, PSD leaders Marcel Ciolacu, Sorin Grindeanu or Alfred Simonis appear, together with other people from their entourage, such as Sorina Docuz or Monica Hunyadi, appointed by Minister Grindeanu in February 2022 as provisional administrator of the CFR Electrification Company.
Monica Hunyadi's property declaration includes a plot of land in Hunedoara, an apartment in Voluntari, a Porsche car, jewelry worth 10,000 euros. Last year, he sold two cars and an apartment for which he collected over 140,000 euros. The amount of 94,342 lei appears in the bank deposits chapter. From ESZ he earned 52,089 lei as a support services manager.
In 2024, she received income from three state companies, according to the wealth declaration: salary from EXPLOATARE SISTEM ZONAL PRAHOVA SA subordinated to the Ministry of the Environment and allowance for membership in the Board of Directors of CFR Electrification and the Romanian Railway Safety Authority – both subordinated to the Ministry of Transport.
According to a declaration of assets dated June 11, 2025, Hunyadi collected in 2024 from ESZ the amount of 42,089, but she was appointed to this position only in June 2024.
He was also part of the CFR Electrification CA, from where he collected about 31,000 lei, and a member of the Management Board of the Romanian Railway Safety Authority, from where he collected 21,000 lei.
Hunyadi finished high school in 2009, in Hațeg, studied communication at a university in Arad and, in 2016, worked at the Chamber of Deputies. In 2019, she became the head of a hair salon in Voluntari.
The general director of Romanian Waters is Florin Ghiță-PNL. He was appointed by the Minister of the Environment, Diana Buzoianu, in September, with a reorganization mandate. Ghiță was, between 2014 and 2023, head of service at the Argeș-Vedea Water Basin Administration. Before him, the director was Sorin Lucaci, dismissed because Romanian Waters would have lost over 300 million euros from the PNRR, affecting essential flood defense projects.
According to the wealth declaration, Ghiță won 78,119 lei from Apele Române Water Basin Administration Argeș – Vedea, to which are added holiday vouchers of 1,305 lei.

The General Director at the local level of Romanian Waters is Gheorghe Ciurea. He is a graduate of rural engineering and environmental protection at the University of Agronomic Sciences and Veterinary Medicine – Bucharest.
He was appointed to the position on October 10, having previously been the company's chief engineer. According to the last declaration of wealth, from 24.05.2024 he reported 76,109 lei as income.
Florin Adrian Grădinaru – chief engineer at SGA Prahova. As head of the office, he received a salary of 59,438 lei from the Buzău – Ialomița SGA Prahova Water Basin Administration, and 16,950 lei from the Romanian Water National Administration – SNMRI Project.
We remind you that on Tuesday, December 2, Diana Buzoianu demanded the resignation of the directors of the Buzău Basin Administration and Exploatare Sistem Zonal Prahova in the scandal of the water crisis, after the problems at the Paltinu Dam.
Asked who should replace the heads of the two institutions, Diana Buzoianu explained that the director of ABA Buzău-Ialomiţa can be dismissed by the general director of “Romanian Waters”and the director of Exploatare Sistem Zonal Prahova can be replaced by the Board of Directors.
