Cadastral tax – what about the Left's project? Marshal Czarzasty takes the floor

Marshal Włodzimierz Czarzasty was asked in the Sejm about the fate of the Left's project regarding the cadastral tax. Last week, information appeared in the media that the Left would submit a project on this matter in December.


– I don't know where this information came from and I deny it, that in December (…) the Left will present a draft law on this matter. He won't present it, said Czarzasty.
What does the Left's project include?
Anna Maria Żukowska spoke on Monday on Radio ZET about the details of the New Left project.

– Assuming that a flat is a right, not a commodity, as we have said many times, everyone has the right to a flat, one flat for themselves, and it will certainly not affect the owners of one flat in any way, and will even reduce the tax that they currently pay per square meter for some people.
– Apartments should go to people who do not have a roof over their heads, who need it or spend their entire salary, half a salary, depending on how much someone earns, on rent and do not want to be tied down in this way for the rest of their lives, being or not being at the mercy of the so-called landlords – said Żukowska.
When asked about the project presented earlier by the Razem party, she replied: I have read this project. This is a completely different project than our assumption and it, well, I don't want to say it's a legal bummer, but it contains a lot of such errors.
Project Together
In November, the leader of the Razem Party, Adrian Zandberg, presented a draft law on the “anti-speculation” tax on the third apartment. Zandberg wants rates to increase with the number of units owned. We start with 1 percent. values for the third apartment. If someone collects more than five of them, the rate jumps to 2%. and those with nine or more premises will pay as much as 3%.
However, according to Deputy Minister of Economy Tomasz Lewandowski, building such a tax system is currently “taking a hoe into the sun”. Lewandowski explains that in Poland there is no integrated database that would connect the owner with his real estate portfolio. Moreover, the state does not know the market value of these apartments, and without this it is administratively impossible to calculate the interest due. In his opinion, both issues “currently constitute a factual and legal obstacle to the rapid introduction of cadastral tax.”
The originator of the bill, Adrian Zandberg, commented on Lewandowski's comments: – “The New Left's excuses for not supporting an anti-speculation tax are getting weirder.”
Moreover, Zandberg had already referred to the project and emphasized that – “Before the presidential elections, they supported him, but now they have changed their mind. Maybe they'd better openly say that Tusk banned them”.
There is no agreement in the coalition?
When asked about the projects of left-wing parties, the remaining members of the October 15 Coalition were not enthusiastic. “This is not a good time to introduce a cadastral tax,” said government spokesman Adam Szłapka on TVN24.
KO deputy head Borys Budka spoke in a similar tone on Radio ZET.
– The cadastral tax, in my opinion, would hit the poorest people, we have talked about it many times – explained Budka. After the presenter commented that the poorest people do not own many properties, he replied: – But it is not about the number of apartments, but the cadastral tax is supposed to burden the value of real estate – Budka added.
We can only wait for the project by the New Left and the solutions proposed there. However, until there is agreement on this topic in the coalition, it will be difficult to achieve the goal of introducing the announced tax.
