The European Parliament adopted a resolution demanding a “peace plan” for Ukraine and criticizing the United States


The MEPs noted that sustainable peace is possible only after a real ceasefire and the provision of reliable security guarantees to Ukraine from the EU and the United States – comparable to Article 5 of NATO and Article 42.7 of the EU. In their opinion, such guarantees will prevent new aggression, deter it and promptly respond in the event of a repeat attack.

The resolution also states that not a single territory of Ukraine occupied by the aggressor country Russia will be recognized by the EU. The resolution also emphasizes the principle: “Nothing about Ukraine without Ukraine, nothing about Europe without Europe.”

At the same time, members of the European Parliament pointed out that US policy towards Ukraine is often ambiguous and interferes with the achievement of long-term peace.

“Any peace agreement should not limit Ukraine’s ability to defend its sovereignty, independence and territorial integrity. Ukraine has the freedom to choose its political and defense alliances without Russia’s right to veto this,” the resolution says.

In addition, the EP proposed creating a “reparations loan” for Ukraine, secured by frozen Russian assets, to compensate for the damage caused by the war.

Any lifting of EU sanctions is possible only after the implementation of the peace agreement and Ukraine’s participation in the negotiations. If the Russian Federation refuses to conduct serious negotiations, the European Union will have to impose additional sanctions.

401 deputies voted for the resolution, 70 were against it, and 90 abstained.

Context

Before agree to any security guarantees for Ukraine, the United States first of all wants to conclude a peace deal to end the Russian-Ukrainian war, Politico wrote on November 26.

Bloomberg wrote that the 28-point plan, which was agreed upon by US President Donald Trump's special envoy Steve Witkoff and the illegitimate Russian President Vladimir Putin's special representative on investment and economic cooperation, Kirill Dmitriev, was not accepted, because it had many contradictory aspects.

EU leaders sent the United States their version of a revised “peace plan” for Ukraine. According to Bloomberg, Ukraine and its allies in Europe, among other things, demanded from the United States security guarantees for Kyiv, similar to Art. 5 of the NATO Mutual Defense Charter.

During negotiations between the delegations of Ukraine, the United States and European countries in Geneva on November 23, the Russian-American document was changed, reducing it to 19 provisions. The White House released a statement after the negotiations that the amended draft peace agreement reflects Ukraine's national interests.
