Krasnoyarsk City Council proposes to strengthen support for combat veterans

The Krasnoyarsk City Council discussed the support measures that Krasnoyarsk combat veterans are receiving today. The issue was raised at the social policy commission.
Deputy head of the department of social development Svetlana Zakharova said that now in the regional center more than 8 thousand people belong to this category. These are not only members of the Northern Military District, but also fighters who went through Afghanistan, Chechnya and other local wars. A wide range of support measures are provided for military families. This is a one-time payment of 10 thousand rubles to children under three years of age, free provision of dairy products to children from 8 months to three years, as well as vouchers for children to a camp on the Black Sea coast. If the father of the family is listed as missing, then his relatives, adopted or ward children are entitled to a one-time payment in the amount of 50 thousand rubles.
These measures are a city initiative and are provided from the municipal budget. In addition, the families of SVO participants have the right to priority provision of places in kindergartens, and it is not the parents, but the regional treasury, who pay for the supervision and care of their children. Other regional support measures include hot meals in schools for fifth- to seventh-graders, enrollment in extended day groups, trips to local country camps, reimbursement of public transport fares, and provision of New Year's gifts. And this is not all the help that fighters of a special military operation can count on. However, the list of measures available to veterans of other hot spots is much more concise.
“Deputies of the City Council provide comprehensive support to SVO participants and their families,” noted Oksana Larionova, chairman of the relevant commission. — Since 2023, a working group has been operating in the municipal parliament on the provision of measures to support fighters and members of their families. It is important for us to convey to everyone information about what help can be received and what needs to be done for this. However, at the moment it has become obvious that the amount of support received by the guys fighting now and veterans of past local wars and military conflicts is significantly different, despite the fact that they also defended the interests of the Motherland and risked their lives. It would be fair to eliminate this “distortion”. Probably, not all the assistance provided to SVO participants is relevant for combat veterans who served in Afghanistan or Chechnya; for example, their children are already past the age when they need after-school care or products from the dairy kitchen. But we must think about how else we can support them and what measures would be especially needed and possible given the current situation in the country.”
Oksana Larionova noted that it’s worth starting with analyzing data on the volume of support measures that specific veterans receive: you need to calculate who uses what services.
According to a representative of the relevant department, work in this direction is already underway. Thus, recently, combat veterans were included in a program that allows them to receive compensation for the costs of electric heating. In addition, families of SVO participants and other military veterans have a priority right to receive payments within the framework of the federal project “Assistance to constituent entities of the Russian Federation in the implementation of powers to provide state support to citizens in providing housing and paying for housing and communal services.”
Deputy Pavel Mokin believes that at the same time it is worth indexing some payments. For example, wheelchair users today receive two thousand rubles a month if they live in an apartment building that is not equipped with elevators and ramps. People can spend this money to help them overcome obstacles when exiting and entering the apartment building. The deputy is confident that this amount, which was established seven years ago, is not enough, it requires an increase.
Another proposal was made by deputy Olga Kurygina. In her opinion, the number of vouchers for children of SVO participants to a country camp on the Black Sea should also be reconsidered: “We see that this support measure is in great demand. In addition, our number of fighters is increasing. I believe that we can also increase the number of trips to the Black Sea coast, which are paid for from the municipal budget.”
The head of the department of social development, Olga Kachanova, responded to this proposal to the deputy. According to her, the budget for next year already includes the cost of purchasing 200 vouchers, which is 50 more than this and last year.
We also add that, in addition to the social support measures listed above, family members of SVO participants are provided with assistance through youth policy. Thus, when applying for a job in the City Head’s Labor Detachment, priority is given to the children of fighters. Psychological support groups operate at the Vector center.
It is important to note that, in addition to informing SBO participants about support measures, deputies from the working group are engaged in another important area. They coordinate Krasnoyarsk residents who want to help the front – donate humanitarian aid or sponsorship funds, or become volunteers.
