As Forsal.pl reminds, from April 2023, owners of residential properties intended for sale or rent must have an energy certificate.

An Energy Performance Certificate is required for all buildings constructed after 2009, and new regulations also introduced regular inspections of heating systems.

In the event of renovation that affects the energy performance of the building, it is necessary to obtain a new certificate. Failure to provide a valid document may result in a fine of up to PLN 5,000.

During the inspection, the energy certificate is verified, which specifies the energy demand for heating, cooling and water heating.
The cost of obtaining an energy certificate depends on the size and location of the property. Currently, the price of a home energy audit is approximately PLN 349, while for commercial premises it can reach up to PLN 499.

This document can only be issued by persons or companies with appropriate construction licenses or specializing in energy audits.
Who must have an energy certificate? The law is clear
The obligation to have an energy certificate applies to owners of buildings built after 2009, as well as those who want to sell or rent real estate built before 2009. The energy certificate is valid for 10 years.

As Forsal.pl explains, in accordance with the regulations, owners of older buildings who use them exclusively for their own needs do not have to have this document. However, in the case of a decision to sell or rent, it is necessary to prepare it if it has not been prepared before.
Not just an energy certificate. Property owners must have this too
Along with the obligation to have an energy certificate, property owners must also carry out regular inspections of their heating systems. The frequency of these inspections depends on the type and power of the heat source. The regulations provide for the following inspection cycles:
- every 2 years – for boilers fired with solid or liquid fuel with a power above 100 kW,
- every 3 years – for other heat sources and heating and ventilation systems with a total power exceeding 70 kW,
- every 4 years – for gas boilers with a power above 100 kW,
- every 5 years – for boilers with power from 20 kW to 100 kW.
Landlords should remember that failure to carry out the required inspection may result in financial consequences.
Due to planned changes in subsidy programs, such as “Clean Air”, having a current and reliable energy certificate may become a condition for obtaining subsidies for thermal modernization.
