The Ministry of Digital Affairs wants to introduce regulations that will make it possible to handle some official matters electronically – according to the list of legislative and project works of the government. This is to speed up the handling of these matters without the need to visit the office.


On Tuesday, the government's list of legislative and programmatic work published assumptions for a draft amendment to certain acts in connection with the development of public registers kept using the state register system developed by the Ministry of Digitization. As indicated in the description of these assumptions, the ministry wants to introduce legal bases for the functioning of solutions that improve and develop the functioning of some public registers kept using the state register system.
The proposed regulations are intended to enable, among others: introducing an e-service that will allow you to submit to the head of the registry office a declaration on returning to your surname after divorce, as well as introducing the possibility of restoring the validity of identity cards and passports invalidated due to an obvious mistake, delocalizing deregistration and the legal basis for limiting the issuance of a PESEL number to foreigners who indicated only the need to confirm a trusted profile as the legal basis for assigning a PESEL number.
The amendment is also intended to introduce the obligation to collect information in the PESEL register about the type of travel document or document confirming the identity and citizenship of a foreigner, to clarify the process of applying for a passport and to eliminate doubts regarding the provisions governing the issuance of passports, and to enable courts to use, among others, from access to data from the PESEL register, the Register of Passport Documents, the Register of Personal Identification Cards, the civil status register and the register of contact details of natural persons on the basis of the decision of the Minister of Digitization issued to the Minister of Justice. There will be no need for each court to apply separately for access to these registers.
As the description shows, the project is a response to the need to modify the regulations regarding the implementation of certain official activities in the PESEL register, so as to allow for the simplification of procedures and the delocalization of specific activities, i.e. the transfer of competences beyond the territorial boundaries of the competent authorities. There is also a need to reduce restrictions related to the regulations currently in force – it was indicated.
The planned date of adoption of the project by the government indicated in the list is the second quarter of 2026 (PAP)
