A coalition of the willing with a clear message on Ukraine

“Leaders discussed ongoing efforts to establish a framework for a just and lasting peace in Ukraine. They stressed the coalition's readiness to provide solid security guarantees to Ukraine and reaffirmed the need for continued pressure on Russia, including through economic means,” reads a statement after a video conference co-chaired by French President Emmanuel Macron, British Prime Minister Keir Starmer and German Chancellor Friedrich Merz. In addition to Carney, the meeting was also attended by Ukrainian President Volodymyr Zelensky and US Secretary of State Marco Rubio.

“The coalition also emphasized that decisions on transatlantic security must be discussed and agreed by all parties,” the statement added.

Canadian media reported that security issues for Ukraine were the main point of the meeting, and Macron emphasized that they must be “solid” and not “paper”.

In response to the United States' earlier 28-point plan, supported by Russia, which included, among other things, stationing aircraft of European NATO countries in Poland, the counterproposal of the European Union countries includes – according to the Canadian media describing it – a provision that the Alliance's forces “will not be permanently stationed on the territory of Ukraine in peacetime.” At the same time, the EU proposal is to include a guarantee that repeats Art. 5 of the NATO Treaty that an attack on one of the Alliance countries is treated as an attack on all of them.

The leaders of Britain, France and Germany have expressed support for US President Donald Trump's efforts to end the war in Ukraine. However, they emphasized that any solution must be developed with Ukraine's participation. They wrote in a joint statement that they recognize “the principle that borders cannot be changed by force.” European leaders also declared that financial aid for Kiev would soon be launched on the basis of frozen Russian assets.
