The General Prosecutor's Office accuses Ciprian Ciucu of publishing “unreal information” on Facebook / What generated the reaction of the Prosecutor's Office

On Monday evening, the Public Ministry sent a press release in which it accuses Ciprian Ciucu, the mayor of Sector 6 and the PNL candidate for the Capital City Hall, of “falsely” claiming that he was the one who initiated the destruction of the network that trafficked in fraudulent identity documents.
The liberal's statements came in the context in which a source from the Border Police told G4Media.ro that approximately 300 Russian citizens have obtained, in the recent period, Romanian identity documents fraudulently and that the situation is the subject of an extensive investigation by the General Prosecutor's Office. The courts' portal shows that this year the Local Directorate of Personal Records, Sector 6, asked the judges to cancel the Romanian birth certificates issued in the case of dozens of Russian citizens who had submitted fake identity documents at the counters.
Without explicitly mentioning Ciprian Ciucu, the Public Ministry says that “the mayor of a sector in the city of Bucharest published on his Facebook account false information regarding a criminal case instrumented by the PÎCCJ, regarding the destruction of a criminal network that deals with the trafficking of false identity documents”:
“Falsely, the person in question informed that he was the initiator of the destruction of this network. In order to correctly inform the public opinion, we specify that, starting in 2024, several criminal files have been opened on the role of our institution, with the object of trafficking in false identity documents. Some of these files have been finalized by indictment or plea agreements, and other files are being resolved.”
The institution claims that “these cases were established as a result of the ex officio notification of the criminal investigation bodies and concern actions carried out in several localities in Romania”.
“None of these files are related to public institutions in sector 6. The leadership of the Prosecutor's Office attached to the High Court of Cassation and Justice requests the political authorities – in general and even more so in the context of electoral periods – not to try to associate the institution of the Public Ministry with interests of a political nature”, the Public Ministry also stated.
What Ciprian Ciucu had declared
Also on Monday evening, in a post on Facebook, the liberal said that “at his initiative” “the investigation was started that led to the investigation of the General Prosecutor's Office, which concludes that almost 300 Russian oligarchs and criminals would have illegally obtained Romanian identity documents!”.
“Thus, I initiated the destructuring of an older network that operated at the national level. I found out about this situation after, last year, I changed the former management of the Personal Records, and the new one brought to my attention some inadvertences regarding the civil status documents submitted”, declared Ciprian Ciucu.
The mayor of Sector 6 said that the head of the Local Directorate of Personal Records “notified the investigative bodies of the National Police”, following an order he gave him “in December 2024”.
“In November 2024, I ordered that civil status workers fully check the documents submitted by Moldovan, Ukrainian and Russian citizens for the transcription of civil status documents following the acquisition of Romanian citizenship,” added Ciprian Ciucu.

Ciucu also claimed that if he had not drawn attention to the case, “no one knew” about this situation.
“The investigation was extended to all record structures in Bucharest, but also in the country. The problem is a serious one! It seems that there is a well-organized network. If we didn't attract attention, it wouldn't be known! It seems that we initiated the destruction of a network that is over 10 years old”, concluded the mayor.
