Negotiations in Switzerland will take place at the level of national security advisers. The EU will be represented by Bjorn Seibert, head of the cabinet of European Commission President Ursula von der Leyen, and Pedro Lurti, chief assistant to European Council President António Costa.
It is expected that the EU's position at the decisive meeting in Geneva will be laid out by von der Leyen's right-hand man, Seibert.
In particular, the Europeans want any truce between the Russian Federation and Ukraine to be based on the principle of freezing the conflict on the current front line, but only in order to begin negotiations, and not as a final settlement.
At the same time, Ukraine and its European allies categorically exclude the idea that Kyiv should give up the territory by force.
As Politico pointed out, NATO and EU allies fear such a result will only embolden illegitimate Russian President Vladimir Putin to expand his territorial ambitions and attack them next.
On November 22, the leaders of the EU countries, Canada, and Japan issued a joint statement in which they welcomed the ongoing US efforts to establish peace in Ukraine and noted that Washington’s draft “peace plan” “is a basis that will require additional work.”
On the same day, the media reported that EU leaders had already sent the United States their version of a revised “peace plan” for Ukraine. It contains three key provisions, WP reported.
The Ukrainian delegation at the negotiations in Geneva will be headed by the head of the OP Andriy Ermak. The American delegation will include US Army Secretary Dan Driscoll, Secretary of State Marco Rubio and US President Donald Trump's special envoy Steve Witkoff.
Context
This week, Western media reported that the Trump administration, together with the aggressor country of the Russian Federation, has prepared a plan to end the Russian-Ukrainian war. Published media insiders indicate that the document may actually mean the surrender of Ukraine, and European politicians also point to this.
Media sources claimed that, according to the document, the United States may recognize the occupied Donbass and Crimea as Russian, Ukraine will be required to reduce the size of its army by half, sanctions will be lifted from Russia and the investigation of its war crimes in Ukraine will be stopped.
According to media reports, Trump has already approved this project. Axios published the full text of the 28-point agreement.
Sky News reported on November 21 that Ukrainian President Vladimir Zelensky will discuss a “peace plan” with Trump next week. The US President wants the document to be signed before November 27.
Zelensky said on November 21 that this is “one of the most difficult moments” in Ukrainian history. He noted that Ukraine may face “a very difficult choice.” “Either loss of dignity, or the risk of losing a key partner.” The President added that in Kyiv “they will do everything to ensure that the end of the war occurs” and “the end of Ukraine does not take place.” Answering a media question about Zelensky’s statements, Trump noted that the President of Ukraine will have to accept a “peace plan.”
On November 22, Trump said that the “peace plan” for Ukraine is not “final.”
