Disturbing behind-the-scenes talks on the peace plan for Ukraine. Reuters reveals


According to Reuters sources, the details of the peace plan for Ukraine were discussed during a meeting between representatives of the Donald Trump administration and high-ranking Russians, which took place in Miami at the end of October. He took part in it, among others. the already mentioned Dmitriev, as well as Steve Witkoff, the United States special envoy for the Middle East and Trump's son-in-law Jared Kushner. Rustem Umerov, the Ukrainian defense minister, was also said to have participated in discussing the plan – but he stated that his role was “technical” and denied that he had discussed the plan substantively with American officials. Keith Kellogg, special envoy for Ukraine, was excluded from the talks.

US officials on the Ukraine plan: no one from the State Department has seen it

Many senior State Department and National Security Council officials were not informed about the plan for Ukraine, Reuters reports, relying on US administration sources. They also claim that “no one from the State Department did this [planu] has not seen,” nor did Secretary of State Marco Rubio, who “was briefed on the 28-point plan,” but it is unclear when. The official added that the plan included materials that the secretary of state had previously rejected. This information was denied in a statement by State Department deputy spokesman Tommy Pigott, who wrote that “Secretary Rubio was closely involved throughout the process of developing the plan to end the war in Ukraine. “Any insinuation is completely false.”

The most disturbing seems to be the role of Kirill Dmitriev – a man from the US “blacklist” who took part in the talks in Miami thanks to a special entry permit. According to the agency's sources, his role was “leading” and he could come to the meeting with specific demands from Russia.

“The situation raised concerns within the administration and on Capitol Hill that Witkoff and Kushner were bypassing the interagency process and that talks with Dmitriev led to a plan that favored Russia's interests,” Reuters reported.

Kirill Dmitriev and the Ukrainian embassy in Washington have not yet responded to the agency's request for comment.
