An American think tank crushes the proposed agreement. “Ukraine's full capitulation to Russia”

The draft peace plan for Ukraine assumes full capitulation to Russia's original demands, wrote the Washington think tank Institute for War Studies (ISW) in its latest report.


“All available reports indicate that the provisions of the alleged 28-point Russian-American peace plan amount to a full surrender of Ukraine to Russia's original war demands,” the report reads.
An invitation to another war
As experts added, the project does not include any provisions providing for concessions from Russia. According to the ISW, accepting Russian demands will create conditions for another Russian aggression against Ukraine.
Russia would probably launch a new aggression against Ukraine, using its rebuilt army at a moment of its choosing, analysts believe.
Back to the Istanbul ultimatum
Many provisions of the plan are consistent with the Kremlin's original demands presented in Istanbul in 2022, which mean the complete surrender of Ukraine, even though the situation on the battlefield has changed significantly over the years.
The plan fits into Vladimir Putin's theory of victory, which is based on the assumption that the Russian army and economy will survive Western support for Ukraine. The project may also strengthen the Kremlin's belief that it can achieve its maximum goals towards Ukraine and other countries while suffering minimal international consequences.
Nuclear blackmail and no concessions
The think tank also noted that Russian officials, reacting to reports about the peace plan, reiterate that they are committed to their country's original war demands.
Analysts stressed that the Kremlin is using economic incentives and nuclear intimidation to induce U.S. concessions and normalize U.S.-Russian relations, without making any concessions.
