Leavitt avoided revealing details of the project, however assured that it was not one-sided or aimed only at Ukraine. She denied that he planned to make concessions only from Kiev.

According to previous reports, the plan was to include, among others: handing over unoccupied areas of Donbas to Russia, drastically reducing the size of the Ukrainian army, and excluding the presence of foreign forces on Ukrainian territory. However, the spokeswoman claims that the project is to take into account the interests of both countries and be negotiated in dialogue with them.
As she said, Witkoff and Rubio have met with many Ukrainian representatives in recent days to discuss the document's assumptions and understand what conditions Kiev would be willing to agree to. She added that, as in the case of previous diplomatic activities in the Gaza Strip, the administration is trying to “listen to both sides of the conflict”, recognizing that this is the only way to reach a solution acceptable to everyone.

Unknowns surrounding the US document and Zelensky's reaction
The spokeswoman also said that Secretary of Land Forces Dan Driscoll met with Ukrainian President Volodymyr Zelensky on the same day. According to Leavitt's account, the American official was said to have presented an “optimistic” attitude after the conversation. However, as reported by the Wall Street Journal, Driscoll did not present Zelensky with Witkoff's 28-point plan, but a different draft of the agreement. The daily, citing an administration representative, reports that the US has not yet decided on the final shape of the peace proposal, and the future agreement may combine elements of several different documents.
Despite criticism and numerous doubts appearing in the American and Ukrainian public debate, Leavitt remains confident that the administration will be able to reach an acceptable compromise. She recalled the “historic success” of Trump's diplomacy in the Middle East, arguing that a similar breakthrough is also possible between Kiev and Moscow. The administration says it will continue to consult intensively with both sides in the conflict before presenting a final plan to end the war.
