The Ministry of Finance spoke about the parameters of the budget of the Krasnoyarsk Territory for 2026-2028

The Ministry of Finance of the Krasnoyarsk Territory spoke about the parameters of the region’s budget for 2026 and the planning period 2026-2028. The draft main financial document was adopted in the first reading at the session of the Legislative Assembly.
Deputy Prime Minister and Minister of Finance of the Krasnoyarsk Territory Vladimir Bakhar emphasized that budget indicators were formed in the context of maintaining external restrictions. When drawing up the document, we took into account scenario conditions defined at the federal level, the results of the socio-economic development of the region, taxpayer forecasts and changes in legislation.
The regional budget policy integrated tasks that meet Russia’s key priorities: achieving national development goals, fulfilling social obligations, strengthening the country’s defense and security. 128 billion rubles are planned for the implementation of national project activities over a three-year period.
“Despite the fact that the regional budget has growing parameters, it is quite tense. At the same time balanced and stable. In the current conditions, it is important for us to develop economic and tax potential, to strive to increase stable income,” said Vladimir Bakhar.

The budget remains socially oriented: education, health care and social support form about half of all expenses. About 15% of the budget is allocated for various payments, the recipients of which will be every second resident of the region. Socially significant expenses are indexed by 6.2%.
The main financial document complies with the principle of family-centricity – the “children’s budget” in 2026 will exceed 20 billion rubles. In the three-year period, 12.5 billion rubles are provided for providing housing for orphans, and 11 billion rubles each for the resettlement program and preferential medicines. Particular attention is paid to supporting SVO participants and their relatives.
A third of all budget expenditures will go to the region. Support for municipalities has been strengthened taking into account the transition to a new system of local self-government. It is planned to finance large-scale projects: the construction of a metro tram, a children's multidisciplinary hospital, the youth palace “Ploshchad Pervyh”, a multifunctional complex for adaptive sports, a regional rugby center, as well as a major renovation of the Krasnoyarsk Opera and Ballet Theater.
In total, the regional list of construction projects and facilities provides for the construction, reconstruction and design of 119 facilities for three years. In addition to construction projects, significant resources are allocated for repairs and strengthening the material and technical base of institutions. The total volume of the regional development budget in 2026 will be 103 billion rubles – this is about 20% of all expenditures of the regional budget
Let us note that the regional government prepared an amendment for the first reading. The main parameters of the submitted budget were changed taking into account additional federal funds allocated to the region. In 2026, the income of the Krasnoyarsk Territory will be 452.3 billion rubles, and expenses will be 527.4 billion rubles. Sources of financing the budget deficit will be fund balances at the beginning of the year and treasury infrastructure loans.
Line-item consideration of the draft regional budget will continue in committees of the Legislative Assembly. The second and final reading of the document is planned for early December.
