Dogioiu clarifies who will be affected by the pension-salary cumulation: “Salaries are not cut by 10%. The 85% penalty applies only to non-contributory pensions”

The penalty of 85% of the pension for those who combine the pension with the salary will apply only to non-contributory pensions, and salaries will not be cut by 10%, said Ioana Dogioiu, the spokesperson of the Government, after the meeting on Thursday, November 20.

In a statement after the Government meeting, Ioana Dogioiu clarified that the pension-salary cumulation project does not affect contributory pensions and applies only to non-contributory pensions. “Regarding the pension-salary cumulation, the penalty of 85% of the pension of this cumulation is only in the case of non-contributory pensions. Contributory ones are not affected by this provision“, Dogioiu said, according to News.ro.
She added that the project must be sent for approval to the Superior Council of Magistracy (CSM). “The desire is that next week the project will either enter the rapid parliamentary procedure, or be coupled with the commitment of the magistrates' pensions, subject to the opinion of the CSM for that draft law“, explained the spokesperson.
Wages will not be cut by 10%
Dogioiu emphasized that the discussions regarding the 10% reduction do not concern the employees' salaries, but the personnel expenses fund. “Salaries are not cut by 10%, it's just a reduction of the staff expenditure fund. Each authorizing officer will have the freedom how to operate a reduction established by the project, when it happens. There will not be a normative provision that cuts wages by 10%, as happened in 2010. Allowances, food norms can be cut“, said Dogioiu.
And the Minister of Health, Alexandru Rogobete, stated that there is no project to reduce doctors' salaries by 10% and emphasized that the health system will not be affected by the ban on pension-salary cumulation.
Political reactions
The PSD president, Sorin Grindeanu, said on Wednesday that there should be exceptions regarding the prohibition of the pension-salary combination in cases where there is a personnel crisis, such as in Education or Health. Prime Minister Ilie Bolojan confirmed for his part that the adoption of the ban will not affect these areas.
According to the draft GEO consulted by Antena 3 CNN, re-employed retirees or those who choose to continue working for the state will be forced to give up 85% of their pension, including special retirees. They will be able to continue working until the age of 70.
Regarding the 10% reduction, Prime Minister Ilie Bolojan stated that the austerity package for the administration recommends that ministries reduce “expenses up to 10% of the salary envelopeThis does not necessarily involve layoffs. “Some ministers can make staff reductions, if it is found, after the analysis, that there are surplus staff, but others can work on increases or other measures of this kind“, explained Bolojan.
The Minister of Development, Cseke Attila, added that the package regarding the reform of local and central administration provides for a 10% reduction in personnel expenses in the central public administration and options for local administration, either by reducing some occupied or vacant positions, or by reducing personnel expenses by 10%.
