The Deputy Chairman of the Government of the Russian Federation assessed the implementation of the Norilsk development program

Deputy Prime Minister of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev visited Norilsk and held a meeting on the implementation of a large-scale city renovation program.
Yuri Trutnev visited the “Tower”, the reconstruction of which was completed this year. The building, built in 1951, was put in order according to archival drawings while preserving the spirit of a scientific and technical library and turned into a social and cultural center.
There are more than 20 spaces here, including a coworking area, a lecture hall, a cafe, a place for special and official events, space for exhibitions and recreation, a meeting room, and a children's play area. From the seventh floor of the “Tower” through panoramic windows you can look at Lake Dolgoye, Mount Schmidt and the city.
Yury Trutnev also got acquainted with the work of the Sulfur Program – Norilsk Nickel’s largest environmental initiative. It has no analogues in Russia. The implementation of the program made it possible to exceed the target indicators of the federal project “Clean Air” established for Norilsk. The efficiency of sulfur dioxide utilization at a level of more than 99% has been confirmed by government agencies.
The Deputy Prime Minister also visited the operations center of the Polar Division of Norilsk Nickel – the control point for all production processes, where the unique corporate permafrost monitoring system is located. Then he was presented with a publicly accessible air quality monitoring system in Norilsk, data from which is available in real time on the city administration website. The visit ended with a visit to the Aika sports hall, where Yuri Trutnev saw young athletes training.
At the meeting, which was dedicated to renovation, the Deputy Prime Minister noted that all the projects indicated in the plan are already being implemented. The assessment of the performance, according to Yuri Trutnev, should be given by the residents of the polar city themselves. The Deputy Chairman of the Russian government thanked Norilsk Nickel, which took on a significant part of the financing of the master plan.
“This is justified, because the majority of Norilsk residents work at the company’s facilities. For its part, the government of the Russian Federation is taking all necessary measures to make life in Norilsk better. All work that is planned will be completed,” Yuri Trutnev summed up the meeting.
Let us remind you that the comprehensive development plan for Norilsk is being implemented jointly by Norilsk Nickel, the Ministry of Eastern Development of Russia, the government of the Krasnoyarsk Territory and the city administration. The total investment is 120 billion rubles, of which 81.3 billion rubles. – funds from Norilsk Nickel. The company has already allocated more than 17.8 billion rubles to projects. Under the agreement, 2 thousand families have already received new housing.

The head of the city of Norilsk, Dmitry Karasev, noted: “Over the years that we have been implementing a comprehensive plan, Norilsk residents have seen how the city is changing for the better. After all, it was their opinion that formed its basis. The work that is being carried out is a real example of public-private partnership: we are building new housing, social facilities – kindergartens, a school, a clinic. The implementation of these large-scale tasks requires coordinated work from us, constructive dialogue and a responsible approach. I am confident that together we will be able to achieve significant success in the development of Norilsk and make it a city that we will all be proud of.”
Nikolai Utkin, First Vice-President and Head of the Unit for Interaction with Government Authorities of Norilsk Nickel, noted that the company is actively striving to develop the city economically and socially, as well as improve the environmental situation.
“For many years, we have been implementing a variety of projects in the territory to continuously improve the quality of cultural, educational, sports and other spheres of life of Norilsk residents. A special item on this list is the formation and renewal of the urban environment. The renovation of Norilsk is, in fact, a pilot project, which has already become a model of public-private partnership in the development of complex Arctic territories. Thanks to cooperation with the government at all levels of government, the distant Arctic city is becoming a place where one would like to live and work. We intend to continue to develop Norilsk hand in hand with our partners.”
