Vladimir Putin signed a law introducing an obligation to work in the public health service for medical school graduates. The law, which has already been published in the official journal, will allow the authorities to direct medics to work in any selected places.

According to the document signed on Monday by the Russian leader, mandatory work in a place indicated by the authorities applies to resident doctors receiving education at state expense. Still as students, they will be required to sign an “internship” agreement with a designated medical facility and then start working there after graduating.. In case of violation of the terms of the agreement, the student will be obliged to pay a fine and paying twice the tuition fee for studies. If he refuses to sign such an agreement, he automatically loses the right to free education. Although the regulations allow the continuation of studies in a paid form, but only if the university has available places.

According to the new regulations, the Ministry of Health will prepare a list of medical specialties for which compulsory internship will be introduced. University graduates who have completed education in these specialties will be required to work for up to three years under the supervision of a mentor in medical facilities covered by compulsory health insurance. This provision applies to graduates who have completed medical studies and passed a specialization examination for the first time, regardless of whether they are studying thanks to a state subsidy or on a commercial basis.

During the discussion on the draft law, the chairman of the State Duma, the lower house of parliament, Vyacheslav Volodin, justified the need to introduce the regulations by the shortages in health care, especially in the provinces. He argued that at the beginning of this year, Russia was short of 23,300 doctors and 63,600 paramedics. He added that the problem of shortage of medical workers affects as many as 54 regions.
