A draft city budget for 2026 and the planning period 2027–2028 has been submitted to the Krasnoyarsk City Council of Deputies for consideration.
The mayor's office said that the budget is based on 15 municipal programs, which were prepared based on the key priorities of the city's development. In the upcoming budget cycle, the development of Krasnoyarsk will be carried out in radically new conditions due to changes in the local government system.
The parameters of the draft budget for 2026–2028 were formed taking into account the income and expenses of the new territories merged with the city. After the reform, the municipal formation included: the urban district of the city of Krasnoyarsk, the Mininsky village council, the Solontsovsky village council, the Elitovsky village council of the Emelyanovsky municipal district and the village of Berezovka.
“The draft budget was developed in difficult conditions, but nevertheless a development budget was formed. It takes into account as much as possible the implementation of national projects initiated by the president of the country and the tasks set by the governor of the region. The specifics of the budget, of course, are related to the preparations for the 400th anniversary of Krasnoyarsk. Plans are reflected to continue road repairs, landscaping, construction and repair of educational institutions, and the acquisition of new public transport rolling stock,” noted the acting head of the city, Roman Odintsov.
The starting parameters of the budget in the introduced project for 2026 in terms of income exceeded 76 billion rubles, and in terms of expenses they amounted to almost 81 billion rubles. The budget deficit is 4.3 billion rubles.
The main vector of development in the upcoming three-year period is the preparation of Krasnoyarsk for its 400th anniversary. In the next budget cycle it is planned:
- continuation of the construction of the highway along the street. Gribolevskaya across the street. Afanasia Tavakova before moving to the Northern Highway, which will become the second entrance to the Solnechny microdistrict;
- purchase of another 155 buses powered by gas engine fuel with financial support from the regional budget;
- leasing acquisition of 50 units of specialized equipment for the maintenance of roads and external improvement facilities;
- continuation of the construction of the Surikov Center and reconstruction of the historical museum-estate of V.I. Surikov.
- improvement of streets, in particular, in the historical center – Kirov and the Dictatorship of the Proletariat, as well as entrances to the city;
- major repairs of facades, continuation of work on creating architectural and artistic lighting for houses and other tasks.
Significant plans are related to improving the appearance of public spaces. Thus, in 2026, comprehensive landscaping will be carried out in the park named after the 400th anniversary of Krasnoyarsk and Gvardeysky Park in the Sovetsky district, repair of pedestrian zones on the street. Mikhail Godenko and st. Kopylov, the creation of a promenade along the avenue named after the newspaper “Krasnoyarsk Worker” will continue, and the modernization of the Central and Yaryginskaya embankments of the city is planned. Separate development plans are associated with Tatyshev Island. Also next year it is planned to develop a project for the reconstruction of Peace Square and Theater Square.
“The budget is the financial constitution by which our city lives. Yes, the draft decision provides for a deficit, but it does not bother us. It is very important that Krasnoyarsk continues to steadily follow its chosen development vectors. Next year, for the first time, we will have our fifteenth municipal program for tourism development. The deputies will carefully study the draft budget and take part in its discussion in different formats,” said Natalia Firyulina, chairman of the Krasnoyarsk City Council of Deputies.
It is worth noting that the amount of expenses in the draft budget is not final. During budget execution in 2026, work will continue with federal and regional executive authorities to raise additional funds.
On December 3, the draft budget will be considered at a public hearing with the participation of business representatives and city residents. The final decision on approving the budget will be made by City Council deputies at the session on December 16.
