The government will discuss, in Thursday's meeting, the list of priority investment objectives that will receive funding through the State Budget Law for the year 2026. In the memorandum sent by the Minister of Finance Alexandru Nazare, 178 projects are mentioned in various stages of execution, to which are added another 69 already completed, but for which the Romanian state still has to make payments.

The total remaining financing of these projects is 321.2 billion lei.

The Ministry of Finance writes in the memorandum that the inclusion of projects on the list was made according to several criteria:

  • the feasibility of the project in the context of national/regional/local strategies/plans/master-plans/development plans;
  • economic and social justification;
  • affordability and financial sustainability;
  • implementation arrangements/implementation performance;
  • the remaining period until the completion of the public investment project, for further projects.

“During the prioritization process, 9 main credit officers submitted information on 247 significant public investment projects, with a total updated value of 478,463,386 thousand lei and a balance to be financed for their completion of 321,244,985 thousand lei. The budget credits allocated for these projects in 2025 amount to 30,320,299 thousand lei”, the memorandum says.

Of these, 69 are projects whose execution works are completed (physical stage 100%) but are not financially closed, as payments are required for civil judgments, costs related to the DAB procedure, arbitral judgments, final certificates, legal assistance, road safety audit, litigation, expropriations, etc.

In Annex 1 to the memorandum, 178 public investment projects are presented, of which 30 projects are new, and 148 projects are still in various stages of implementation. Their total updated value is 419.6 billion lei, the rest to be financed being 309 billion, plus budget credits allocated in 2025 of 27.8 billion lei.

Of these, 113 projects are managed by the Ministry of Transport, the funding allocated in 2026 will be 282.4 billion.

Annex 2 of the memorandum lists the projects that have already been completed, but for which the Romanian state still has money to pay. The 69 projects have a total value of 58.7 billion lei, the rest to be paid being 12.2 billion.

Again, the Ministry of Transport is the main beneficiary of the money: 64 projects out of 69, with an allocated amount of 12 billion out of 12.2 billion lei.
