The General Council of the Municipality of Bucharest recently approved the new financial rules applicable to CSM Bucharest. An amendment was slipped at the end of the document that allows the five members of the club's Board of Directors to receive a monthly allowance in the amount of 40% of the salary of the director, Iulian Pîslaru. He collects about 19,000 lei gross.
In the last few days, CSM Bucharest has entered into a great whirlwind at the level of management with the departure of coach Adi Vasile and team-manager Cristina Vărzaru due to poor results in the Champions League. After 7 games, the formation from the capital of Romania occupies the 5th place in the group, with only 6 points, and the defeat suffered away with Odense triggered the volcano.
Behind the scenes, another murky topic was handled with discretion, in favor of the club's Board of Directors group. More precisely, through an act passed by the General Council of the Municipality of Bucharest, the members of the CA ended up securing overnight allowances ten times higher than those that worked until now! Here, concretely, are the figures and how it was possible!
Overnight increase from 900 lei to 8,000 lei

Article 37 (1) of the new financial rules of the CSM Bucharest lead to the financial explosion of the allowances of the CA members
Recently, CSM Bucharest requested the City Hall to modify the financial rules, so as to align a series of provisions with the current legislation. Among them, the update of the amount of food, from 70 lei to 140 lei. Therefore, formal matters, rather! It is about the Decision of the General Council of the Municipality of Bucharest (HCGMB) no. 419/30.09.2025, plus the annex to the document.
However, under the umbrella of this seemingly banal, technical approach, the initiators introduced a paragraph that radically changes the incomes of CA members! Thus, in Chapter V, Final Provisions, art. 37 (1), the following wording appears:
– “Members of the Administrative Council of CSM Bucharest receive a monthly allowance for the activity carried out in the amount of 40% of the basic salary of the general director of CSM, provided that it is included in the budget of CSM”.

According to the wealth declaration posted on the official website of CSM Bucharest, director Iulian Pîslaru collected in 2024 the amount of 132,141 lei, i.e. about 11,000 lei net. And gross – 19,000 lei. It is the amount to which the percentage of 40% is applied, so it follows that the people of CA will reach approximately 8,000 lei, gross amount.
It is a tenfold increase compared to the previous situation, when the allowance was fixed at 900 lei. The provision has been in effect since 2018, and previously this CA position was even unpaid!
Negative opinion from the Economic Commission, but CGMB does not take into account
But who is currently part of the CSM's CA? There are five members:
– George Turmac (PSD)
– Purcărea Sorin (PNL)
– Nicolaidis Ruxandra (PUSL)
– Roșu Cristian (mayor representative, mandate ended on November 1, someone else will be nominated)
– Pîslaru Iulian (CSM director).
They should henceforth benefit from the new allowances, quickly approved before the CGMB. This, however, after the project had received a negative opinion from the Economic Commission (5 votes for, 6 abstentions, 0 against), one with an advisory character, not mandatory!
And in the Economic Commission, the director of the CSM, Iulian Pîslaru, was asked punctually whether in the project “there are still changes that will have a greater impact on the budget of the CSM”. Answer: “There are still premiums and they have changed, but we do not grant premiums.” Absolutely no mention of financial intervention on allowances!

“It was not my initiative, I have nothing to do with this amendment, although I am also one of the beneficiaries. It was about a proposal of the parties. I cannot say not to give, as long as it is a decision adopted at another level”, explained Iulian Pîslaru for GSP.
And he continued: “It was a decision from the CSM Council, I don't remember there being a specific argument. It wasn't even put to a vote. I mean there was this amendment, then approved by the CGMB. The observation is that the net amounts are 450 lei before and around 4,000 lei now. If you ask me, the first was too small, the second – too high.”
For his part, George Turmac from the PSD emphasized that “the urgency of those rules was to bring the food norm for athletes to the current level. As for the allowance, I don't know what to say. I need to find out more and come back with clarifications. But it is probably about bringing the respective amount to the level of the existing allowances in the Boards of Directors of the entities under the umbrella of the City Hall”.
