Russian mobile operators began to warn subscribers about limiting access to the Internet for 24 hours after returning from abroad.

A screenshot of a message from Megafon was published by the Association of Tour Operators of Russia – it came to one of its correspondents who is abroad. The updated rules have been in effect since November 8, 2025, the operator’s contact center told the Telegram channel “Well, people, let’s go.”

According to the screenshot, after returning to Russia, the company will limit access to the mobile Internet for 24 hours and send an SMS for authorization to remove these restrictions. Calls and services from the operator’s “white list” will continue to work.

Let us recall that plans to introduce a 24-hour “cooling period” for Russian SIM cards that were in international roaming or were inactive for 72 hours were announced by Kommersant sources in early November 2025. According to one of them, the “cooling” time can be reduced: the subscriber will be able to follow the link from the SMS and enter the “captcha”.

To the Ministry of Digital Development reportedthat the mechanism began to be tested on November 10, 2025. A 24-hour “cooling-off period” is valid for subscribers with Russian SIM cards if the SIM card is inactive for 72 hours or when returning from international roaming. You can remove restrictions by logging in using a captcha using the link sent by the operator, or by calling the call center.

“The innovations are aimed at ensuring the safety of Russian citizens. SIM cards with mobile internet can be inside enemy UAVs and used to navigate them. Temporary blocking will improve protection against drones,” explained the Ministry of Digital Development.
