USR and PNL form an electoral alliance in Buzău to support a common candidate for the headship of the County Council. Who will be Ciolacu's counter-candidate

The Political Committee of USR has validated with a large majority the electoral alliance USR Buzău and PNL Buzău for supporting the independent candidate Mihai Răzvan Moraru, an entrepreneur from Buzău, for the presidency of the Buzău County Council in the partial elections of December 7, 2025.

“The members of the Political Committee of USR met on Sunday, November 9, at 4:00 p.m., and validated, with a large majority, the electoral alliance USR Buzău and PNL Buzău to support the independent candidate Mihai Răzvan Moraru for the presidency of the Buzău County Council in the partial elections of December 7, 2025”, according to a USR press release broadcast on Sunday and quoted by News.ro.

Who is Mihai Răzvan Moraru?

According to USR, Mihai Răzvan Moraru is an entrepreneur and farmer from Buzo with over 16 years of experience in the business environment.

“He built a modern production unit in Buzău and initiated export activities, and his most important achievement is the establishment of the first private research center in agricultural nutrition in Romania, a project that brought Buzău County to the European map of innovation. For over a decade, he has been working on approximately 500 hectares of agricultural land in Zărnești, Racovițeni and Pošta Calnău, having a good knowledge of rural realities and the problems faced by farmers and local entrepreneurs”, says USR in an official statement.

In addition to economic activity, he was actively involved in social projects dedicated to reducing school dropouts in rural areas, efforts rewarded with the Philanthropy Award at the People for People Gala in 2019, USR mentions. Mihai Răzvan Moraru is 44 years old, married and has two children.

He wants to break PSD's dominance

The Buzău county organizations of PNL and USR announced at the beginning of this week that they have decided to support Mihai Răzvan Moraru for the position of president of the county council in the election of December 7.

The joint decision of PNL and USR Buzău to support the candidacy of Mihai Răzvan Moraru was adopted unanimously, reports Agerpres. The two organizations announced that they will collaborate closely in the electoral campaign, both online and in the field.

The joint candidate of the PNL and USR for the CJ of Buzău declared that he is entering this competition out of the desire to break PSD's dominance and to demonstrate that Buzău can be run efficiently, transparently and without political partisanship.

“I came to this project because I can't accept Buzău being a second-rate county. I didn't come to pretend. I think it can be won and I hope that all the forces that want something else for Buzău county will come with us,” said Mihai Răzvan Moraru.

The former social-democratic prime minister Marcel Ciolacu also participates in the partial elections for the head of the Buzău Regional Council.
