Subsidizing Ukrzaliznytsia passengers at the expense of cargo violates European laws.
The state should provide in the 2026 budget funds for compensation of losses of passenger transportation of Ukrzaliznytsia, because cross-subsidization at the expense of cargo tariffs has exhausted itself and does not correspond to European practice.
Serhiy Vovk, director of the Center for Transport Strategies, told about this: according to him, the passenger's losses are a social obligation of the state, so it should be financed directly from the budget.
Budgetary support will stabilize the company's financial condition and will be a positive signal for the company's creditors.
