Residents of the village of Zelyonaya Dubrava in the Kansky Municipal District now have access to “digital” calls and 4G mobile Internet. MegaFon is the first cellular operator to provide stable LTE network coverage and data transfer speeds of up to 20 Mbit/s in the village.
Green Dubrava stands isolated in the mountain taiga area, far from busy highways and railways. The distance to Krasnoyarsk is 231 km, and the journey by car takes more than three hours. The settlement consists of two streets and belongs to the “small” category. Less than 100 people live there permanently. Thanks to the installation of modern telecom equipment of GSM and LTE standards, the quality of calls will be appreciated by both owners of smartphones and push-button phones.
Reliable cellular network coverage and stable data transmission over a large area, including inside buildings and premises, is ensured by the low-frequency range. It has a longer radio wavelength, which is most effective for low-rise rural areas. Measurements have shown that the speed of mobile Internet in subscriber devices reaches 20 Mbit/s. These indicators are sufficient for online learning, remote work, receiving government services, online shopping, communicating in instant messengers and watching videos in standard quality.

“When we launch a network in small villages like Zelenaya Dubrava, it is always a special moment. Here, each base station is like a bridge between people and a whole world of possibilities. For some, this is a chance to work remotely, for others, to communicate with children, and for others, it is simply to feel closer to the rest of the world. We are doing everything to make “digital life” available to every resident of the region, regardless of where he lives,” comments Andrey Kim, director of MegaFon in the Krasnoyarsk Territory.
For schoolchildren in Green Dubrava, the Internet has become a window to the world of new knowledge. Now they can take lessons and tests directly from their mobile devices, and their parents can check the electronic diary and monitor their children’s progress.
Noticeable changes have also occurred in the work of the paramedic-midwife station. Previously, its employees used the Internet connected via a satellite channel, the throughput of which was 1 Mbit/s. Loading even small files took a long time. After launching the base station, doctors can quickly receive data from regional specialists, provide telemedicine consultations, and transmit examination results online – without delays or interruptions. This significantly speeds up work and helps doctors make decisions in emergency situations.
Green Dubrava is one of 15 settlements in the Krasnoyarsk Territory where cellular communications will appear for the first time this year. MegaFon is developing infrastructure within the framework of the state regional program “Development of the Information Society” in partnership with the Ministry of Digital Development and regional administrations.
“The installation of a base station in the village of Zelenaya Dubrava is part of a large-scale effort to develop communication services in the region. Next year we plan to connect mobile Internet in 10 remote settlements of the region, and it is planned to improve mobile Internet in 9 Arctic villages. All these events are carried out as part of the implementation of the national project “Data Economy,” commented Nikolai Raspopin, Minister of Digital Development of the Krasnoyarsk Territory.
